- The Navajo Area Indian Health Service (NAIHS) plans to negotiate a sole-source, firm-fixed-price contract with Johns Hopkins University (UEI FTMTDMBR29C7) for training services. The NAICS code is 611310, with an associated small business size standard of $34.5 million. The performance period is from October 9, 2023, to January 31, 2025. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6.� However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c)) must use the format at FAR 6.303-2 with proper tailoring.� The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, ""...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."" The training program, certificate, and curricula sought by the IHS Public Health Department Staff are the intellectual property of JHU. The vendor is the only academic institution offering the courses, specializing in public health education relevant to the American Indian/Alaska Native population. The course covers various subject areas, including data collection/management, public health policy, health communication and writing, research ethics, mental/behavioral health, infectious disease, reproductive health, adolescent health, and AI/AN research ethics. This notice does not request quotations or proposals. Vendors capable of providing the stated services may submit a capability statement. Verbal responses will not be considered. Responses are due October 4, 2023 by 10:00 am MDT.� A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
