- Amendment 1 on 09/20/2023 provides Q&A in Attachment D, Sample Data Description and the Sample Data attachments, and changes the page limit to 18 pages (see Q&A for further detail). Original: The Government would like to explore the application of novel, generative technologies in the Machine Learning/Artificial Intelligence (ML/AI) space to assist with automating the development of security artifacts that support the automated interchange of data via API connections. Additionally, the government would like to explore the application of machine learning technologies to the automated monitoring and classification of data traversing API-based system interconnections. As part of the deployment of its API management platform, the Government has identified that the development of security artifacts required by the National Institute of Standards and Technology (NIST) Publication SP 800-471 to establish connectivity between two systems has emerged as a nontrivial constraint in promoting the adoption of API-based connectivity over legacy data exchange methods (e.g., Dropbox data stores, automated emails of CSV files, etc.). Given the relative novelty of these technologies, the Government is specifically interested in approaches that utilize non-proprietary/open-source models can be deployed on commercially-available hardware that can be owned or operated by the Government or on commodity commercial Cloud Service Provider (CSP) computing environments (e.g., Amazon Web Services, Microsoft Azure, Google Cloud Platform, etc.) that can be operated/placed within the boundary of an environment that could receive an Authorization to Operate (ATO) as a Federal Information System and do not require connectivity to external proprietary models (e.g., API calls against proprietary third-party models or calls to proprietary models offered by a CSP that are not configured/controlled by the Government).
