Description
1. �Introduction/Purpose The FAA has a requirement for support for supervisors in ABP for the development of management and leadership skills at both the formal and informal levels. The primary outcome of this support is the improvement of managerial and supervisory effectiveness. �The audience for this support includes an estimated 160 supervisory and non-supervisory support staff. �The length of the description will vary depending on the nature of the requirement. �The period of performance must also be indicated inclusive of all options. (5 years = Base + 4 years) 2. �Incumbent Contractor (if applicable)� This is a follow on for ABP-1 Leadership Management and Support under GS-10F-0263M 692M15-18-F-00283 which is an indefinite delivery indefinite quantity (IDIQ) time-and-materials type contract. It was competitively awarded under the GSA MOBIS Schedule SIN 874-1 as a small business set aside. The current contract has a ceiling not to exceed $827,734.50. The current contractor is Serco Inc., located at 12930 Worldgate Drive Suite 600 Herndon, VA 20170 United States T +1.703.263.6000 F +1.703.263.6001 3. �Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The strategy will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and utilize this notice's results to determine if that is appropriate. 4. �Standard Language (a)�� �This is not a Screening Information Request or Request for Proposals of any kind. (b)�� �The FAA is not seeking or accepting unsolicited proposals. (c)�� �Any costs associated with the market survey submittal is solely at the interested vendor's expense. (d)�� �All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary markings, if any. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. (e)�� �The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents. (f)�� �Providing a response to this market survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any. (g)�� �Respondent participation in any informational session is not a promise of future business with the FAA, or a commitment to award a contract. (h)�� �The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. All information is to be submitted at no cost or obligation to the FAA. 5. North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is 541990: All Other Professional, Scientific, and Technical Services, with a size standard of $17.0 million. 6. �Submittal Requirements for Market Survey Management and technical approach (not to exceed 3 pages): Offeror should describe its approach and strategy to accomplish the requirements in the SOW. Narrative should describe the management and resources proposed to support the SOW and the ability to function as a productive partner with the FAA. Narrative should also describe the processes and procedures that will be utilized to benefit the FAA in terms of technical assistance, responsiveness to customers, delivery, risk management, maintaining performance and reliability. Please provide an appropriate point of contact and adequate details.� 7. �Delivery of Submittals Interested vendors must submit their responses to this market survey to ensure receipt by the Government, no later than 12:00 PM ET, October 20, 2023. All market survey responses must be submitted in electronic format to the Contracting Officer, via email to francisco.felix@faa.gov. Please include the title of this Market Survey in the subject line of your e-mail submission. The Government will not accept any telephone calls.
