- Amendment 003 to Combined Synopsis/Solicitation W519TC-23-Q-0206. This amendment answers questions submitted by industry Question: How would you like your proposal submitted? Answer: Proposals shall be submitted via e-mail to the Points of Contact given in the solicitation.� Per addendum to FAR Provision 52.212-1 Instructions to Offerors, the proposal shall include a Technical Description of the services being offered, and a completed Price Matrix.� See pages 13 and 14 of the solicitation. Question: How may I schedule a site visit if needed?� Answer: �Contact either Matt Fritsche, 870-540-2909, matthew.g.fritsche.civ@army.mil; or Tony Davenport, 870-540-2909, jon.a.davenport2.civ@army.mil Question: May I provide my own pricing sheet and break down? Answer: �Per addendum to FAR Provision 52.212-1 Instructions to Offerors, Offeror shall provide a quote utilizing the Attachment 002 Price Matrix.� Offeror shall enter a price in each of the yellow highlighted fields of the Price Matrix.� However, an offeror may provide their own pricing sheet and breakdown in addition to the price matrix. Question:� Are all chambers fully operational, and if not, may you provide details of which chambers are having issues? Answer:� There is one chamber that shuts down randomly. �A reason for the random shutdowns has not been identified. Question:� How well have the chambers been maintained? Answer:� These chambers have been receiving regularly scheduled maintenance every 6 months. Amendment 002 to Combined Synopsis/Solicitation W519TC-23-Q-0206. Amendment 001 to Combined Synopsis/Solicitation W519TC-23-Q-0206. 1. �This amendment removes the requirement for Contractor Manpower Reporting (CMR). 2.� The following updates have been made to Combined Synopsis/Solicitation W519TC-23-Q-0206: Attachment 001: PWS � Total Environmental Chambers Service, has been revised to remove all requirements for CMR.� The revised PWS, Attachment 001: Total Environmental Chambers Service 08302023, is added as an attachment to this announcement. Attachment 002: W519TC-23-Q-0206 � PRICE MATRIX, has been revised to remove the CMR CLIN and pricing. The revised Price Matrix, Attachment 002: W519TC-23-Q-0206 � PRICE MATRIX 08302023, is added as an attachment to this announcement. Attachment 008: CDRL 006 Contractor Manpower Reporting, is hereby removed.� CDRL 006 is longer a requirement of this contract. See attachment: W519TC-23-Q-0206 for complete instructions, terms and conditions. 1. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command � Rock Island (ACC-RI) hereby requests a quote for preventive maintenance, reprogramming, instrument calibration, and repair services for Environmental Conditioning Chambers in support of Pine Bluff Arsenal (PBA) in accordance with (IAW) Attachment 001 �PWS � Total Environmental Chamber Service 3. Solicitation W519TC-23-Q-0206 is issued as a Request for Quote (RFQ). This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13. The Government Anticipates awarding a hybrid firm-fixed price and time & materials contract with a base year and two one-year options, as follows: Period of Performance: Base Period: Date of Award � 365 days after award Option Period 01: 366 days after award - 731 days after award Option Period 02: 732 days after award � 1,097 days after award 4. The following NAICS code and small business size standard apply: NAICS: 811210, Size Standard: $34,000,000.00. 5. Vendor shall use Attachment 002: �W519TC-23-Q-0206 PRICE MATRIX� to submit its price quote. 6. Contract will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable, responsive, and responsible contractor whose price is determined to be fair and reasonable. 7. FAR 52.212-1 Instructions to Offerors-Commercial Items, and any addenda to this provision, are applicable to this acquisition. 8. FAR 52.212-2 Evaluation � Commercial Items, and any addenda to this provision, are applicable to this acquisition. 9. Offerors shall submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. 10. FAR 52.212-4 Contract Terms and Conditions � Commercial Items, and any addenda to this clause, are applicable to this acquisition. 11. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and any of the FAR Clauses marked, in the full text FAR 52.212-5 included below, are applicable to this acquisition 12. This acquisition is not rated in the Defense Priorities and Allocations System. 13. All questions shall be submitted by 1:00pm, Central time on 07 September 2023. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered via amendment to the solicitation. 14. The Place of Performance is Pine Bluff Arsenal, Pine Bluff Arkansas 71602. 15. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, published 08 May 2023. 16. Quotes shall be submitted electronically via email by 1:00 pm, Central Time on 14 September 2023 via email.
