- Item 0001: Maternity Dark Blue Skirt, Dark Blue 2312 (PGC 00411) NSN: 8410-01-694-0745 Series End Item Specification FNS/PD 96-11 dated November 13, 1996 Pattern Date:� 19 April 1996�� Item 00002: Maternity Sky Blue Slack, Sky Blue 2319 (PGC 00412) NSN: 8410-01-694-0803 Series End Item Specification A?A?59531 Pattern Date:� 19 APRIL 1996 This acquisition will be issued as a Total Small Business Set-Aside for the manufacture and delivery of the Maternity Dark Blue Skirt, Dark Blue 2312 (PGC 00411) and the Maternity Sky Blue Slack, Sky Blue 2319 (PGC 00412).� The Maternity Dark Blue Skirt shall be manufactured in accordance FNS/PD 96-11 dated November 13, 1996 with a Pattern Date of 19 April 1996. The Maternity Sky Blue Slack shall be manufactured in accordance with A?A?59531 with a Pattern Date of 19 APRIL 1996. The acquisition will result in one award of a Definite Delivery, Definite Quantity, Firm Fixed Price Type contract and will consist of two deliveries. The quantities provided below are estimates and may change at the time of solicitation based on changes in demand and supply position. Delivery Order quantity Item 0001: 600 Delivery Order quantity Item 0002: 390 NOTE: ONLY DOMESTIC MANUFACTURED ITEMS WHICH ARE MADE FROM 100% DOMESTIC PRODUCTS ARE PERMITTED. Government Furnished Material (GFM) will no longer be provided to Contractors that are awarded contracts for end item dress clothing contracts. �It is now the responsibility of the Contractor to purchase the Cloth, Dark Blue 2312, (8305-01-694-6062) and the Cloth Sky Blue 2319 (8305-01-694-6065) from DLA Troop Support as needed for the manufacture of the Cloth, Dark Blue 2312 and the Cloth Sky Blue 2319.� The Government shall be the sole source of the supply of the Cloth identified above and only such cloth obtained from the Government may be used in the manufacture of the subject item. �The Cloth, �Dark Blue and Sky Blue, (NSNs 8305-01-694-6062 and 8305-01-694-6065) is $13.95 per yard. �All other materials are to be contractor furnished. Under the delivery order there will be one delivery that will be required 120 days after the date of award. �The delivery destination for these items is Travis Association for the Blind. in Austin, TX. �The solicitation is sued as a Small Business set-aside and will result in a firm fixed price contract. Evaluation shall occur on a LPTA (Lowest Price Technically Acceptable) basis, where acceptability must be attained in the following non-price evaluation factors: Non-price evaluation factors for award are the following: � Supplier Performance Risk System (SPRS) The Government intends to use FAR Part 12 for this acquisition. �All items must be 100% U.S. Made out of 100% U.S. Materials. Production Demonstration Models (PDMs) are not required for this acquisition; However, pre-production samples may be required after award. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process.� 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM)(https://www.sam.gov).� 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately.� A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User.� If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided.� The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE.� DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). ****The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and �specialty metals� (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
