Description
9/23/2023: The purpose of this amendment is to respond to questions from potential offerors (see attached) and extend the response due date. The revised offer due date and time is 11:00 am Eastern Local time on September 26, 2023. There will be no further extensions. 9/21/2023 The purpose of this amendment is to correct the number of attachments of books to be procured; and attach revised book lists in excel format. To clarify, there are only four (4) consolidated lists of books to be procured. The former fifth consolidated list duplicated other lists. Offerors should disregard attachments associated with order 5. Note: The due date and time for offerors is not extended at this time. � This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and combined with FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 75N97023Q00096 and this requirement is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 published August 8, 2023. The associated North American Industrial Classification System (NAICS) code for this procurement is 323117 (Books Printing) with a small business size standard of 1,250 employees. The Office of Acquisitions of the National Library of Medicine (NLM) is interested in acquiring biomedical literature in the form of monographs, monographic series (numbered and unnumbered) in print copy. The biomedical literature to be acquired is published from all regions of the world, and in various languages, by multinational, commercial, Governmental, and non-commercial organizations. As the world's largest biomedical library, the National Library of Medicine's primary mission, as mandated by Congress, is to acquire and provide biomedical and health care literature and information - all formats and languages - to the public. The public is defined as the full range of users and potential users of the NLM, NIH, and HHS resources and services including researchers and scientists, library and information science (LIS) professionals, clinicians, patients, students, the educational community, and the general public at large. to meet its mandate to supply literary material related to medicine to the public. This is not an all or none procurement. A single or multiple awards may be issued from this solicitation. Awards will be made for items, or combinations of items, which result in the lowest aggregate price or best meets the Governments needs when considering price and non-price factors such as technical (quality, availability, shipping, and other terms and conditions) and offeror record of successful past performance. The Offeror(s) whose response meet the requirements specified in the attached lists of books and provides the best overall value may be eligible for an award. In accordance with FAR 52.212-1(h) Multiple Awards incorporated into this notice, the Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. The lists of books to be procured are grouped as attachments to orders one through four (1-4) but lists of books may be separated and awarded to different vendors if it's in the Government's best interest to do so. FAR Provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Addendum to 52.212-1 - Offeror's shall also take note of and comply with the Specifications Applicable to all book orders attached to this notice. Evaluation Procedures: The major evaluation factors for this requirement include technical evaluation, price analysis, and past performance review. Although technical evaluations are of paramount consideration in the award, cost/price is also important to the overall award decision. The Technical Factor is significantly more important than the Price, which is slightly more important than the Past Performance. The Government reserves the right to make an award or awards of the best value to the Government, technical merit, price, and other factors considered. The NLM reserves the right to make a single award, multiple awards, or no award at all as a result of this RFQ. In addition, the RFQ may be amended or cancelled as necessary to meet NLM's requirement. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addenda specifying shipping, invoicing and other Government specific terms will be incorporated into any orders stemming from this solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition See attached for specific FAR clauses cited in the clause which are applicable to the acquisition. All offers must be submitted electronically, by email no later than 12:00pm Eastern local time on Monday, September 25, 2023. All offers including questions regarding this notice and any attachments should be directed to LaDonna Stewart (ladonna.stewart@nih.gov). All inquiries and quotes shall be submitted electronically and must include the RFQ number in the subject heading for visibility. Questions must be submitted no later than 11:00 am Eastern local time on Friday, September 22, 2023 to receive a response by the due date and time for offers.
