Combined Synopsis/Solicitation Entrepreneurship Database Subscription 773 Enterprise Sourcing Squadron Joint Base San Antonio (JBSA) Lackland, TX 78226-1865 Date: �22 August 2023 Title: Entrepreneurship Database Subscription Request for Quote (RFQ) / Solicitation Number:� FA805223ED Closing Response Date: �25 August 2023 at 3:00 PM Central Standard Time (CST) Contact Point(s): �Rene Boissiere, Contract Specialist Email: rene.boissiere.2@us.af.mil 1.� Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement shall be under NAICS 513130 with a size standard of 1,000 employees.� The Department of the Air Force, Air Force Installation Contracting Center (AFICC), 773 Enterprise Sourcing Squadron (ESS) has a requirement for the provision of the Aviation Safety Compliance Subscription per the attached Product Description. 2.� Requirement: The mission of Department of Defense (DoD) Morale, Welfare, and Recreation (MWR) Libraries is outlined in DoDI 1015.10 stating DoD Libraries will provide information resources and services required to accomplish the mission. The libraries support military personnel assigned to contingency operations, remote sites, and military missions IAW DoDI 1015.10, Military Morale, Welfare, and Recreation Programs. The program provides professional military and voluntary education programs materials and services. Libraries also provide facilities, resources, and services to enhance the quality of life, regeneration, and resiliency for authorized customers. The DoD Library Consortium exists to create partnerships among the libraries within the various services of the DoD.� They cooperatively acquire materials that are made available to military and civilian employees across the DoD. These resources relate to various overarching goals of the DoD such as recreation, physical wellness, emotional resiliency, and educational pursuits. The 773d Enterprise Sourcing Squadron is seeking an Entrepreneur and Business Plan Subscription. The product characteristics are listed below: The subscription needs to provide access to an existing standardized, quality database that provides entrepreneurship and plan building recommendations for a depth of subjects and resources. The subscription needs to be comprehensive and able to cover all aspects of starting and operating a business, including accounting, finance, human resources, management, marketing, tax, and more. The subscription needs to combine authoritative periodical and reference content to support prospective and current entrepreneurs as well as business students. The end users need to experience an easy-to-browse interface mapped to four key stages (plan, fund, start, and manage) to fit their research needs at any point in their business's development. The subscription needs a step-by-step online planning tool for starting, managing and optimizing a business or nonprofit. The subscription needs a dashboard that walks end users through five areas of exploration to develop a business plan focused on long-term success. The subscription needs access to a database of legal forms that interface with the DoD Libraries. The government is not seeking nor requesting any company to create nor develop a product. The subscription is designed for a company that has existing products and services. The product characteristics are listed below: Must provide manuals database provides information contains over 1,000 of sample business plans created by real-life entrepreneurs. New plans are added quarterly. Must provide an indexed collection of small business-focused eBooks from professional sources and publishing partners Must provide articles from hundreds of journals and magazines� Must provide easily located thousands of associations, consultants, consulting organizations, trade shows, business information sources, and more. Must provide thousands of key business-specific terms are defined for quick reference, replacing the generic dictionary link. Must provide websites that are vetted, fully indexed, topically relevant, and annotated website listings provide helpful links to outside resources and articles related to current campaigns. Must provide listen in-product or download podcasts, radio shows, and more. Must provide a step-by-step online planning tool for starting, managing and optimizing a business or nonprofit with a dashboard that walks users through five areas of exploration to develop a business plan focused on long-term success. Must provide access to a database of legal forms database that interface with the DoD Libraries. Must be able to provide hundreds of full-text periodicals, hundreds of full-text reference books with original photos and illustrations, and hundreds of business videos Must include reference material on state-specific resources, business basics, start-up kit and business plans, Industry information by small business type, and provide a user-friendly interface Must offer readers a collection of state-specific resources supported with demographic data and other local information. Business videos must include interviews, ""lessons learned"" features, lectures and how-to videos to help foster success in all aspects of managing a business. The database needs to have a discovery layer, the ability to sort by source types and publication date, subject thesaurus, and viewed in HTML or PDF. Search functionality should be by keyword, Boolean/phrase, options to limit by keyword or phrase, capability to cite, export, and Permalink functionality sustainable URL to return to original article. Customer convenience services should include online help, search and browse, option to save, print, and email information, and save search histories and results. Access to information should be seamless, minimal response time between query initiation and query results, and search results within 5-10 seconds. Must provide current business owners or new entrepreneurs progress through the guided workflow Must provide hundreds of highly curated links to resources that will inform and assist them in completing business planning activities. Must provide a tool that helps users explore what they can bring to the table as an entrepreneur and assess where they stand in preparing to start a business. A one-page summary of them as an entrepreneur is generated. Must enable user to employ tools to plan the high-level framework in which their business will operate. Must be able to deliver insight to determine when a user�s business will be able to cover expenses and begin to realize a profit. Must enable users to create a plan that can be presented to potential investors and lenders, including executive summaries, business plans, and strategic marketing plans. Must be able to provide robust analysis of a company�s financial future encompassing capital expenditures, sales, equity, taxes, inventory and more. Must be able to provide specific tools and features aligned closely to the needs of the social entrepreneur Must be able to interface with all four (4) DoD service branch library and Military OneSource websites using industry standard authentication methods to ensure only eligible patrons can access resources from any internet connected computer browsers and mobile devices. Must work with contract point-of-contact to establish authentication methods to provide optimal accessibility for all eligible patrons. Security between the Website and server must be Transport Layer Security (TLS) 1.3 Must be able to supply or allow retrieval of database usage statistics by Branch of Service (Air Force, Army, Marine Corps, Military OneSource/Other, and Navy) Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks Website certificates should be RSA 2048-bits (SHA256 with RSA) 3.� Period of Performance: The Period of Performance (POP) is for a 12-month base period of performance and two (2) 12-month option periods. The period of performance for this contract action shall not exceed 12-months per base period and 12-months per each option period. We encourage any offeror to provide a statement(s) or paragraph with specific details and information that answers each bullet in the product description�s list. The offeror can include an executive summary and company general information as part of the capability report as long as the entire capability report does not exceed a total of 10 pages. The capability report coincides with ATCH � 1 the Product Description. 2) An offeror will use the ATCH � 2 and enter the required information for all fields in the document. The offeror must have a current registration in SAM.GOV and the price sheet must include the UEI and CAGE code. Please note to confirm that the NAICS code for this requirement is in the SAM.GOV profile. 3) ATCH � 3: Provisions and Clauses: The offeror must complete the highlighted (yellow) portion with as much accurate information that matches the offeror�s organization. The entire document is for the offeror to be aware of and to read for consideration of the requirement. FAR 25 applies to this subscription for awareness on an offeror�s country and location as the subscription is intended for companies in the USA and located in the USA. The offeror must send the completed document. 5.� Quotes Due Date: Quotes must be submitted electronically to the Contract Specialist/Contracting Officer, Rene Boissiere, via e-mail at rene.boissiere.2@us.af.mil. Quotes must conform to the requirements of this solicitation and be received no later than Monday 25 September 2023 at 3:00 PM CST. It is the responsibility of the offeror to ensure that the quotes and its attachments are received. Any quotes received after designated closing date and time need not be considered. ��Quotes must include aggregate total of base plus all option year CLINS on Pricing Schedule B (IAW FAR 52.217-5 Evaluation of Options).� All quotes shall conform to the Contract Line Item Number (CLIN) structure of the attached Pricing Schedule B. 6.� Notice to Vendor(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse Vendors for any costs. Respondent understands and agrees that it submits its quote at its own risk and expense, and releases 773 ESS/PK from any claim for damages or other liability arising out of the posting process. 773 ESS/PK shall not be liable for any errors in Vendor's response. Vendor is responsible for careful review of its entire response to ensure that all information is correct and complete. Vendors are liable for all error or omissions contained in their responses. All informational material submitted in response to this posting becomes the property of 773 ESS/PK and shall not be returned. 7.� Period of Acceptance of Quotes: The Vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of offers. 8.� Wide Area Work Flow (WAWF): Include in the quote that a Wide Area Work Flow (WAWF) account has been initiated or already established (DoD) has mandated the use of WAWF. All invoices shall be submitted using Wide Area Work Flow (WAWF).
