- Request For Information (RFI):� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 Market Research. This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. There is no solicitation package available at this time. This request is for informational purposes only. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. This RFI neither constitutes a Request for Proposal (RFP) or invitation for Bid (IFB). This RFI should not be construed as a commitment by the Government for any purpose. All interested parties are encouraged to respond to this RFI. The Government WILL NOT PAY for information and/or materials received in response to this RFI, is in no way obligated by the information received, nor will the government compensate the respondent for any cost incurred in developing information for the government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firm, agency, or individual outside the Government without written permission from the respondent. If a solicitation is released, it will be synopsized under Contract Opportunities Section of the SAM.gov website at https://SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background: Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign as well as commercial items. Testing is conducted on full systems, as well as system components and includes such items as: combat and general-purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, night vision devices, bridges, sensors, communication systems and robotics. ATC also conducts vulnerability/survivability tests, flammability testing, crash worthiness testing, and vehicle crew survivability testing. ATC conducts and/or supports tests at other locations throughout the world with extensive mobile instrumentation and experienced technical staff. Purpose: To identify potential Contractors who are able to provide all personnel, equipment, supplies, facilities, tools, materials and other items necessary to perform calibration, maintenance, repair services and replacement/spare parts for the WIAMan Anthropomorphic Test Device (ATD) and its associated support equipment. The components that require calibration and maintenance are the SLICE6 Data Acquisition System (DAS), 6DXG2 accelerometer package, SLICE PRO Lab Ethernet control module (ECM) and the SLICE PRO Lab Sensor Interface Module (SIM). These items must be calibrated and maintained according to original equipment manufacturer (OEM), Diversified Technical Systems, Inc. (DTS), specifications.� This is a recurring requirement. The service will take place at the contractor�s facility. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. This is NOT a request for information about any other ATD type products. More detailed information regarding the specific requirements on this effort are provided in the performance work statement (PWS) under section 1.4, Scope, included as an attachment to this RFI.� Contractors must be properly registered in the Government�s System for Award Management (SAM) database. SAM registration can be found at https://SAM.gov. ��Industry Day:� This acquisition will not have its own industry day. Estimated Period of Performance:� The period of performance (POP) shall be for five (5) years from the date of award. Place of Contract Performance:� This contract requires all work to be performed at the contractor�s facility. Contract Type:� The Government will issue a direct award under a hybrid type contract with a firm-fixed price (FFP) contract line-item number (CLIN) for scheduled repairs and maintenance, a cost CLIN for travel, materials, shipping and spare parts, and a time & materials (T&M) CLIN for emergency maintenance and repairs, as needed.
