- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Portland VA Medical Center (VAMC), intends to enter into a Firm-Fixed Price contract on a sole source basis to Spok, Inc. under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (i), a contract, entitled "" Spok Messenger/Mobile Gateway Professional Services and Software Upgrade"". This contract is necessary to stay compliant with OIT vulnerability remediation and approved, valid Operating System software versions. This will be a Firm-Fixed Price type contract. If there are sources able to perform the requirement, they must respond by submitting a capability statement within 2 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 2 days of publication of this synopsis will be considered for solicitations in the future. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. No collect calls or facsimile transmissions will be accepted. Respondents may submit their capability statements via e-mail to the point of contact listed in this notice intent synopsis. All information furnished must be in writing and must contain sufficient detail to allow the Portland VAMC to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 20 contracting office on or before 17:00 PM EST on September 26, 2023. All questions must be submitted in writing and can be emailed to Dane Gift, Contracting Specialist at dane.gift@va.gov. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the marketplace for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
