NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO� Caroline Boyd�Productions LLC. Requiring Activity: U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) Office of Community Services (OCS) Contracting Activity: Research and Knowledge-Based Services Office of Government Contracting Services (GCS) Administration for Children & Families (ACF) Department of Health and Human Services HHS) Contracting Officer (CO): Lether Wells Research and Knowledge-Based Services Office of Government Contracting Services (GCS) Administration for Children & Families (ACF) Department of Health and Human Services (HHS) lether.wells@acf.hhs.gov Contract Specialist (CS): Courtney Ahlborn Research and Knowledge-Based Services Office of Government Contracting Services (GCS) Administration for Children & Families (ACF) Department of Health and Human Services (HHS) courtney.ahlborn@acf.hhs.gov� Caroline Boyd Productions LLC Salt Lake City, UT 84117 The anticipatory procurement will be conducted in accordance with (IAW) 41 U.S.C. �1901, et seq., as amended and FAR Part 12 and FAR subpart 13.5, and will adhere to FAR 13.501, �Special documentation requirements.�� A timely J&A with the content requirements identified at FAR 6.303-2 will be posted on the Governmentwide Point of Entry.� The anticipatory contract will not exceed the thresholds as identified at FAR 13.501(a) (2)(i).� The anticipatory contract with Caroline Boyd Productions LLC will not exceed 12-months.� The Government anticipates the financial arrangement between the parties will be a Firm-Fixed-Price (FFP). Caroline Boyd Productions LLC is the only vendor capable of providing highly specialized and unique services required to support the requiring activity.� Caroline Boyd Productions LLC has been successfully performing the subject services under the current contract 75ACF122P00020 for approximately the one year. The Office of Community Services (OCS) is an operating division of the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), administers multiple complex blocks and discretionary programs that have an annual appropriation of approximately 6 billion dollars in grants for 50 states, the District of Columbia, five territories, 218 Indian Tribes, and numerous other entities. These funds are used to provide services and promote economic self-sufficiency for low-income individuals, families, and communities in every county of the United States.� This requirement is intended to provide services for the production, shooting, editing, and distribution of videos that lift up the voices of grant recipients and beneficiaries to illustrate the dynamic nature and impact of the programs such as depicting/highlighting how: Grant recipients utilize federal funds to alleviate poverty. Grant recipients utilize OCS program flexibilities to address climate change and environmental justice issues Grant recipients utilize/braid and blend multiple OCS programs to provide wraparound services for vulnerable families Grant recipients utilize emergency supplemental funding during the pandemic to respond to immediate and longer-term needs for vulnerable families and communities, including newly eligible individuals and families The program impacts the daily lives of individuals served, including older adults, individuals with disabilities, and families with young children The Contractor will bring a team of content experts and project managers to support all Voices from the Field Videos activities.� The Contractor will provide expertise in videography services to produce and delivery to OCS five (5) professional-quality videos, with a multimedia presentation incorporating various audiovisual elements (infographics, overlays, photographs, interviews, stock footage, animations, etc.), as needed, no longer than 5 minutes in length. For each full-length video produced, the contractor will furnish two smaller 30-60 second clips that can be used to highlight a particular aspect of the story being told. These clips may be from the full-length video or from additional material captured during the production process. For each video produced, the Contractor shall submit the work product for OCS' review and approval in the following stages: (1) concept development (treatment/production guide feedback, visual approach/fact sheet presenting the proposed visual style, shooting script, and storyboard), (2) rough cut, (3) fine cut, and (4) final cut. The Contractor shall produce each video in accordance with the ACF Digital Toolbox https://www.acf.hhs.gov/digital-toolbox. The contractor shall deliver all completed videos produced hereunder closed-captioned in the English language, accompanied by complete and accurate transcripts. Additionally, the contractor will dub/revoice and translate all videos into Spanish, traditional Chinese, and simplified Chinese (Mandarin for dubbing/revoicing). �The Contractor will also develop and implement (as needed) a plan for the distribution of some or all of OCS� videos across appropriate digital and broadcast channels. This plan should detail opportunities for both earned and paid media opportunities (the latter will be covered by OCS, as needed), Key Performance Indicators (KPIs) across the proposed media channels, as well as identify which target audiences will be reached. The Contractor shall have the capacity to provide quick turnaround video production for social media, promotions, and marketing.� The Contractor shall also have the capacity to provide in-depth production on the perspective of social issues that connect with the community. The Contractor must have the ability to create visual storytelling that raises awareness, promote understanding, and inspire action. The Contractor must be aware of and plan for addressing the unique challenges associated with producing videos in disadvantaged communities. The Contractor must also be able to identify, plan, and purchase appropriate media distribution for the videos created. Responses to this notice must demonstrate clear and convincing evidence that 1. competition would be advantageous to the Government, 2. would not be cost or time prohibitive, 3. would not pose unreasonable risk to the Government, and 4. would not hinder the mission objectives of the Agency which are very time sensitive.� This response would carefully be evaluated against all known information to ascertain if the Government�s current decision should be changed.� In addition to this, the Respondent shall spell out in detail how it can provide services which satisfy this requirement in a clear and convincing manner.� If your organization has the potential capacity to perform these services, please provide the following information: Title your response in the subject line of the email with �Organization Name | Capability Statement | Notice of Intent Response � HHS-ACF-GCS-NOI-000_ | �Voices from the Field Videos� Capability Statements should include the following: Organization Name and Mailing Address Organizational Point of Contact (Include Telephone Number and E-mail Address) CAGE Code and UEI Number Business Size Website Address Tailored Capability Statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Interested parties shall submit a Capability Statement to this Notice of Intent in the following format: Page Limit: 20 Pages Single-Sided Page size shall be no greater than 8 1/2"" x 11"". The top, bottom, left, and right margins shall be a minimum of one (1) inch each. Font size shall be no smaller than 11-point. Arial or Times New Roman fonts are required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations may use a reduced font size no smaller than eight (8)-point and may be landscape. Line spacing shall be set at no less than single space. Each paragraph shall be separated by at least one blank line. Page numbers, company logos, and headers and footers may be within the page margins only and are not bound by the 11-point font requirement. Footnotes to text shall not be added. Annexes, documentation, attachments or the like, not specifically required by this announcement, such will count against the page limitations. Pages in violation of these instructions, either by exceeding the margin, font, or spacing restrictions or by exceeding the total page limit for a particular volume, will not be evaluated. The determination not to compete this proposed contract action is solely within the discretion of the Government.� Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.� The Government has already determined that the work cannot be subdivided or otherwise broken down into smaller tasks or deliverables.� Any response shall be a �turn-key� response.�� The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or Respondent�s submissions.
