Description

NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT This is a special notice prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 5.2 � Synopses of Proposed Contract Actions, and the authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Supervisor of Shipbuilding (SUPSHIP) Newport News, Virginia intends to issue a sole source award to Carahsoft Technology Corp with offices at 11493 Sunset Hills Road, Suite 100, Reston, Virginia 20190-5230 for the purchase of licensing and support of the Deltek Acumen Fuse software. The award will have a Period of Performance (POP) of one year. �Acumen Fuse is a metric analysis and visualization tool that assesses quality of schedules, accuracy of cost forecasts, realism of risk models, earned value and project performance. Carahsoft Technology Corp has the lowest GSAAdvantage advertised product listing for Deltek Acumen Fuse software under contract number 47QSWA18D008F and is an authorized reseller for Deltek Acumen Fuse software to government entities and institutions on GSA. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR Subpart 13.106-1(b) � Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The North American Industry Classification System (NAICS) code for this acquisition is 541519. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued; therefore, all requests for the solicitation will be considered non-responsive. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. All interested parties must express their interest and capabilities in writing via e-mail to Maria Wiatt, maria.l.wiatt.civ@us.navy.mil within three (3) days of the published date of this notice. Any information received will be treated as market research information towards future similar or same requirements. If no affirmative written responses are received by 12:00 pm Eastern Time on 23 September 2023, an award will be made without further notice.� Oral communications are not acceptable in response to this notice.� Electronic responses and questions shall be submitted via email to the point of contact at maria.l.wiatt.civ@us.navy.mil . A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.� SUPSHIP-NN is not responsible for any costs incurred by responding to this notice.
