- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source Indefinite Delivery Indefinite Quantity (IDIQ) on behalf of the United States Army Research Institute of Environmental Medicine (USARIEM), to ImmunoDiagnostic Systems Inc. located at: 1 Bloomfield Avenue Mountain Lakes, New Jersey 07046-1467 under the authority as prescribed in 13.501(a), Sole Source (including brand name)�Acquisitions. This requirement is for the purchase of reagents, tests kits, supplies and consumables specifically for use in the ImmunoDiagnostic Systems (IDS) iSYS Analyzer. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). ImmunoDiagnostic Systems Inc. reagents and supplies will allow USARIEM to continue their critical research efforts. The IDS iSYS Analyzer instrument is currently in-use at USARIEM�s laboratory providing sample analysis for critical ongoing and future human research studies. The iSYS instrument performs a wide variety of clinical chemistry analysis using proprietary, premade kits and reagents that are only available through Immunodiagnostics. These types of analyses provide scientifically accurate, valid and rapid test results for numerous protocols which rely upon this Analyzer to conduct their sample analyses. The reagents and supplies being requested represent the ongoing consumables for these studies. Additionally, to reduce variability and yield more accurate research results, the samples are batched and run concurrently. Batching of samples is a critical element when assaying research samples. Samples are banked until study completion or until the end of a study group. They are then all measured as one batch. There is always variability when you utilize new reagents, recalibrate them, or if the reagents have aged. In an effort to reduce the variability, the USARIEM Lab runs as many samples as possible at one time (i.e., batch). Because these sample analyses are performed concurrently, these test kits are utilized in batches which require purchase from a single vendor in order to maintain quality assurance and control uniformity for all test runs within the IDS iSYS Analyzer System. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these supplies no later than 2 October 2023 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 2 October 2023.
