- Amendment 0001 is posted on 9/25/2023 to clarify the requirement.� Subject: Combined Solicitation (Notice of Intent) & Synopsis for Moodle Workplace License and Training Hours Issuing Agency: United States Marshals Service (USMS) Issuing Office: Office of Procurement �������������������������� 1215 S. Clark St �������������������������� Arlington, VA 22202 This notice is being issued to comply with FAR 5.102(a). This notice uses the combined synopsis/solicitation stated in FAR Part 5.203(a)(1) & (2). � A sole source award is intended to Moodle US LLC pursuant to FAR 13.106-1(b)(1) based on Moodle US LLC being the original source for the proprietary software. However, any interested party may provide a quote in response to this combined synopsis/solicitation. All quotes received will be fairly considered. Description of the Requirement: The USMS requires a flexible and secure enterprise learning management platform that streamlines employee learning, onboarding, and compliance training. This will allow USMS to collect and share insights about employee training outcomes and the training programs� effectiveness by automatically sharing learning reports with the relevant stakeholders. The software must also provide an immediate view for managers to identify and support employees falling behind in their learning assignments. The software must integrate with Microsoft Office 365 and Teams�. NAICS Code: 513210 PSC: 7A21 Size Standard: $47M Set Aside Status: Unrestricted Quantity: CLIN 0001: 25,000 user licenses CLIN 0002: 250 Professional Support Hours Period of Performance: CLIN 0001: One year from the effective date of the resulting purchase order CLIN 0002: Anticipated to be one year from the effective date of the resulting purchase order. *Training hours do not expire if not used within one year Anticipated Award Date: No later than September 30, 2023 Instructions to Offerors: Due Date and Time for Responses: September 26, 2023, no later than 4 pm Eastern Time. Questions: All questions and quotes must be emailed to Samantha Davis, samantha.davis@usdoj.gov no later than 10 am Eastern Time on September 26, 2023. Technical Capability: Offers must submit sufficient documentation showing it can provide equivalent licensing and professional support hours to Moodle. The documentation must also demonstrate that the product includes onboarding, training, custom development and learning. Price: The offeror must include a price for the CLINs above. See pricing workbook/parts list. Point of Contact: The offeror must include a point of contact, phone and email, for questions related to the quote. The offeror is expected to be responsive and respond to any inquiries from the USMS Contracting Officer within 24 hours or less. Submission of the Quote: All quotes must be emailed to Samantha Davis, samantha.davis@usdoj.gov by the date/time specified above. Basis of Award: As stated above, a single award for these services is anticipated to be made on a sole source basis to Moodle US LLC as a result of this combined synopsis/solicitation. If competition is received trade off will be used. The USMS will trade off capability, price, offerors terms and conditions to determine the best value to the Government. The offerors will be evaluated as follows: Responsiveness: Partial submissions are not acceptable. The offeror must comply with the instructions stated in this solicitation. Technical Capability: Technical acceptability is determined by the capabilities presented by the offeror. Price Reasonableness: The Contracting Officer will conduct an evaluation of price reasonableness in accordance with FAR 13 as applicable. Offerors Terms and Conditions: The offeror must include it commercial terms and conditions. Be otherwise eligible to receive an award: The offeror must be determined responsible pursuant to the general standards in FAR 9.104, be registered in the System for Award Management and otherwise eligible to receive an award. The Government reserves the right to negotiate only with the apparently successful offeror. If the issues cannot be resolved, the apparently successful offeror will receive no further consideration for award and the Government reserves the right to negotiate with the next successful offeror. This process will continue until the Government has a successful offeror. At the Contracting Officers discretion, incomplete quotes may be considered ineligible for award. The standard commercial clauses will apply to the resulting purchase order: e.g. FAR 52.212-4, FAR 52.212-5 (applicable clauses will be indicated as appropriate in the purchase order), etc. Electronic Invoicing: Electronic invoicing via the USMS IPP is required Options for Increased Quantity: Options are not applicable to this requirement.
