Description
The National Park Service (NPS) will issue a prospectus for the solicitation of offers for a 10-year concession contracts to provide Snorkel and Beach Equipment Rental and Instruction All offers must be received by the NPS by the date listed on the inside front cover of the prospectus which is August 23, 2023, no later than 3:00 p.m. in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract. Questions are due June 28, 2023 and Notification of Intent to Propose must be received by July 6, 2023, via email by the National Park Service no later than 3:00 P.M. ET on the due dates listed on the cover page which is to Cherrie Brice, Concessions Management Specialist, at cherrie_brice@nps.gov. The website below includes a number of helpful links and information including tips for submitting a competitive proposal that addresses due diligence, proposal content, and the presentation of your proposal. This presentation can be found at:� www.nps.gov/subjects/concessions/prospectuses.htm Proposals to include the original signed transmittal letters must be received via the process explained in the Proposal Instructions no later than 3:00 pm ET on the due date which is August 23, 2023 to National Park Service, Concessions Office, 100 Alabama Street, N.W., Bldg 1924, 6th Floor, Mailroom, Atlanta, Georgia 30303. Please note that the original signed transmittal letters must be mailed. The remaining portion of the proposal will only be accepted electronically via the process explained in the Proposal Instructions. �AMENDMENT� #1 TO THE PROSPECTUS FOR SNORKEL AND BEACH EQUIPMENT RENTAL AND� INSTRUCTIONS� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� BUSINESS OPPORTUNITY FRANCHISE FEE�has been updated from� twelve percent 12% to four percent (4%) and now reads s follows: The minimum franchise fee will be equal to four percent (4%) of the Concessioner's Franchise Fee annual gross receipts for the proceding year. However, Offerors may propose a higher minimum franchise fee, as described more fully in the Proposal Package. INSIDE COVER PAGE The due date for receipt of proposals and the transmittal letters is has been extended to October 23, 2023.� The original due date was August 23, 2023. APPENDICES The following Appendices has been added: APPENDIX C - Personal Property APPENDIX D - 2022 Price List QUESTIONS AND ANSWERS The Service is responding to the submitted questions and will post those as soon as possible. Amendment #2 to the Prospectus for�Snorkel and Beach Equipment Rental and Instruction EXTENSION DUE DATE FOR RECEIPT OF PROPOSALS The due date for receipt of proposals and transmittal letter has been extended From October 23, 2023 to November 29, 2023 4:00 p.m. est. DRAFT CONTRACT Section 3(a)(2) of the Draft Contract, Authorized Visitor Services, has been revised to allow retail sales as an Authorized Service, the Concessioner must submit a list of retail items for Park approval before items may be sold. This list may be updated as sale items change. OPERATING PLAN Section 4)(C-3) of Exhibit A to the Draft Contract, General, has been revised to read as follows: Initial rates are set by the Service. The Concessioner must sell the product or service at the approved rate or a lesser amount. The Concessioner may request rate changes for approval. Rate change requests must be provided to the Service for review and approval prior to implementation. The Concessioner may require a deposit/collateral at the time of each rental. The process and cost must be reviewed, modified and approved by the Service. The 2nd paragraph of Section 5)A) of Exhibit A to the Draft Contract, General, has been revised to read as follows: As an Authorized Service, the Concessioner must submit a list of retail items for Park approval before items may be sold. This list may be updated as sale items change. All Authorized Services will require Park approval prior to implementing.
