- SOURCES SOUGHT (MARKET SURVEY) Wild Horse and Burro Program (WHBP) Off-Range Pasture (ORP) Indefinite-Delivery Indefinite-Quantity (IDIQ) (Reference 140L0123R0007) The Bureau of Land Management (BLM) is conducting a sources sought notice-market survey to determine the interest and capability of vendors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy decision based on the results of this market survey and a future solicitation may be issued as unrestricted without further consideration. This is not an invitation for bid (IFB), request for proposal (RFP), or request for quotes (RFQ) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Project Description: Services for the BLM Wild Horse and Burro Program (WHBP). The contractor shall have the capabilities to provide all labor, equipment, material, facilities, and supervision to perform the following principal factures of work at their facilities including but not limited to: - Provide a free-roaming pasture (grassland) environment to excess wild horses in the states of Colorado, Idaho, Iowa, Kansas, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, or Wyoming. - Provide adequate supply of forage, water, and shelter necessary to maintain a minimum of 200 wild horses in good condition. The contractor bears the burden for ensuring that all legally required licenses and permits are obtained and renewed as specified by the regulating authority and in accordance with federal and state laws. Interested parties must be able to perform work during day and evening hours. This list is not all inclusive. The detailed list and specifications will be provided when the solicitation is released and published. Performance location: To be determined by selected awardees facility. Contract Type: BLM intends to establish a firm fixed priced five year Multiple Award Task Order Contract (MATOC) in accordance with FAR Subpart 16.5, Indefinite-Delivery Indefinite Quantity Contracts (also known as IDIQ or IDV). The task orders will range in size and complexity throughout the BLM�s WHBP Area of Responsibility (AOR) and states as identified above. The primary NAICS code is 115210, Support Activities for Animal Production. The small business size standard is 11 million. Interested firms must submit the following information: Capabilities Statement and responses to General Information. Capabilities: Provide a narrative and other evidence that demonstrates your capabilities to provide the needed services. Capability statements shall not exceed ten pages in length.
