Description
This is a notice of intent to solicit and award a sole source contract as authorized by Federal Acquisition Regulation (FAR) FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.� The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Science & Technology (S&T) Directorate, Systems Engineering and Standards (SES) Division hereby issues this notice of intent to award a sole source contract to American National Standards Institute (ANSI), 25 West 43rd Street 4th Floor, New York, NY 10036-7414.� Background The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer.� The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland.� The standards program in S&T provides technical assistance and policy guidance to the DHS Components on the development of voluntary consensus standards that meets their needs.� Standards supports the development of consensus-based measures � from basic specifications to performance criteria � that give DHS and its customers confidence that technology and systems will perform as required.� The S&T Directorate works across DHS and with numerous external partners to build consensus and encourage the adoption of needed, voluntary standards. Many of the DHS Components work across U.S. borders and internationally, therefore the standards that they use must have global relevance.��� The American National Standards Institute (ANSI) oversees the creation, promulgation and use of norms and guidelines that impact businesses. ANSI operates accrediting programs that assess conformance to standards � including globally-recognized cross-sector programs such as the ISO 9000 (quality) and ISO 14000 (environmental) management systems. ANSI is unique in area of voluntary consensus standards. It accredits organizations to develop standards following the guidance outlined in Office of Management and Budgets (OMB) Circular A-119. ANSI is the official U.S. representative to the International Organization for Standardization (ISO), which promotes the development of standardization and related activities in the world.� The ANSI UASSC (Unmanned Aircraft Systems Standardization Collaborative) serves to coordinate and accelerate the development of the standards and conformity assessment programs needed to facilitate the safe integration of UAS into the national airspace system (NAS) of the United States. The collaborative also focuses on international coordination and adaptability, with the goal of fostering the growth of the UAS market. The group will work to develop a standardization roadmap over the course of a year to identify existing standards and standards in development, as well as related conformance programs, define where gaps exist, and recommend additional work that is needed. DHS� sponsorship of this collaborative will allow the Department to engage actively in the UASSC, as well as facilitate decision-making on allocation of resources for standards participation by articulating UAS standardization needs and priorities that affect DHS. Scope The ANSI UASSC sponsorship provides access to policy committees and forums that influence UAS standards and conformity assessment policy within the U.S. and abroad.� Position DHS as a leader that recognizes the importance of standardization to foster the growing market for unmanned aircraft systems (UAS a/k/a �drones�). Engage actively in the UASSC, a coordinating body of public- and private-sector stakeholders working to accelerate the development and compatibility of standards and conformity assessment programs that are needed to facilitate the safe integration of UAS into the national airspace system. Support the development of a standardization roadmap that will describe published and in-development UAS standards, define where gaps exist, recommend additional work needed and a timeline for its completion, and identify standards developing organizations (SDOs) that can perform the work. Share UAS standardization activities broadly with the community of interest. Facilitate decision-making on allocation of resources for standards participation by articulating UAS standardization needs and priorities that affect your organization, business, or agency. Inform SDO work programs and drive coordinated activity that minimizes duplication of effort. Decrease the economic risk of your R&D activities and better align DHS products and services with new and emerging standards and conformity assessment programs. Stay ahead of the curve on UAS standardization developments, technical advancements, and policy issues. Network with leaders in UAS businesses, federal agencies, industry associations, and professional societies, and enhance your ability to compete in the UAS market. Influence coordination of UAS standardization internationally. The US Department of Homeland Security (DHS) requires these sponsorship benefits to further its objective of facilitating the development of national and international UAS standards in support of homeland security requirements for the United States. The services provided by ANSI are generally described and captured by North American Industry Classification System (NAICS) code 813920 � Professional Organizations. Place of Performance: The primary place of performance will be online. Period of Performance: The anticipated membership is 36-months: a 12-month membership and two optional 12-month membership periods. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement.� Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
