- Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation is for Full and Open Competition - Unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111, with a small business size standard of $47 Million. The FSC/PSC is S205. The Network Contracting Office (NCO) 8, Gainesville, FL 32608 is seeking to purchase Base + 4 options, Cardboard Recycling Service contract. All interested companies shall provide quotations detailed on the B.2 Price/Cost Schedule and in according with B.3 Statement of Work (SOW). The contract period of performance is: Base period: 11/1/2023 10/31/2024 Option Yr. 1: 11/1/2024 10/31/2025 Option Yr. 2: 11/1/2025 10/31/2026 Option Yr. 3: 11/1/2026 10/31/2027 Option Yr. 4: 11/1/2027 10/31/2028 Delivery Term: FOB Destination Place of Performance/Place of Delivery Address: Malcom Randall VAMC 1601 SW Archer Road, Gainesville, FL Postal Code: 32608 Country: UNITED STATES Instructions to Offerors: Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services. If paragraph (j) of the provision is applicable, a written submission is required. All quoters shall submit the following: Detailed quote in accordance with the solicitation and SOW. Quoters shall list exception(s) and rationale for the exception(s), if any. Proof of CDL Driver Proof vehicle ability to transport 40 Cubic Yard Recycle Containers (not self-contained). Provide two (2) references within the last 5 years performing similar services. All quotes shall be sent to the NCO 8, LaShanda.Harrington@va.gov. Submission of your response shall be received not later than 8:00 a.m., ET, October 3, 2023, at LaShanda.Harrington@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions.
