Description
DESCRIPTION Many of the utilities at SLAC National Accelerator Laboratory (SLAC) were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs. CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules. SLAC is actively preparing for procurement of the first subproject: Subproject 1 - Critical Electrical System Improvements. PLANNED SCOPE Subproject 1 Design-Build includes the replacement of two major 230 kV transformers inside the Master Substation yard, expansion of SLAC�s Master Substation control building, construction of new 12 kV feeder cable pathways, and installation of a new pad-mounted switchgear. These electrical utility improvements have many physical interfaces with the existing electrical system that must stay energized to reduce impacts to the lab�s science mission. SLAC is seeking local and experienced construction professionals to successfully deliver the planned Subproject 1 scope. GOVERNMENT FURNISHED PROPERTY To reduce supply chain and scheduling impacts on Subproject 1, SLAC is currently procuring critical long lead electrical equipment, including high voltage and medium voltage transformers, 12 kV cables, and medium voltage switchgears, as Government Furnished Property (GFP), which will be provided to the future subcontractor for installation.� PROCUREMENT METHOD Subproject 1 design-build scope has an estimated cost range of $25M to $45M. �SLAC will use a two-step Best Value Trade Off selection method. Upon receipt of Step One (Qualifications) proposals, a shortlist of the three most highly qualified proposers will be invited to provide technical and price proposals (Step Two). A Source Sought along with the draft Request for Proposal will be posted on sam.gov after receiving industry feedback from this pre-solicitation posting. PRELIMINARY PROCUREMENT TIMELINE Preliminary procurement timeline for Subproject 1 Design-Build subcontract is presented below. Activity Planned Timeframe* Sources Sought and Draft RFP Posting: Winter 2023 CUIR Industry Day: Early 2024 CUIR Subproject 1 Design-Build RFP Release: Spring to Summer 2024 *Schedule is subject to change REQUEST FOR INDUSTRY INPUT In order to improve the Subproject 1 Design-Build solicitation, SLAC would like to seek industry input on the following: What type of incentives could be provided to improve safety, quality, and project delivery schedule? In addition to safety, quality, and schedule performance, what other performance evaluation criteria could be considered to measure success of the selected team for the duration of the contract? SLAC will consider industry input received in the upcoming Subproject 1 Design Build solicitation. Please provide your response to John Azevedo at by 5pm on October 16, 2023. Include your company�s name, local office address and point of contact as part of the response. We anticipate written responses to be no more than 2 pages long (up to 1000 words).
