Synopsis Number:�� ��� ��� ��� �Notice Type: FA8227-23-RFI-C130�� ��� ��� ��� �REQUEST FOR INFORMATION SYNOPSIS: NOTICE: �This Request for Information (RFI) is issued for information and planning purposes only. This is not a Request for Proposal (RFP). �It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Air Force WILL NOT be responsible for any costs incurred by interested parties in responding to this request for information and site visit. This Sam.Gov notice is an announcement seeking market research information on industry capabilities to provide the services as described herein. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. �All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees agents, consultants, and representatives must be clearly and conspicuously so marked. PURPOSE: The purpose of this RFI is to conduct market research to determine if, within industry, responsible sources exist that can provide contractor services for shipment of C-130 Maintenance Stands located at Hill Air Force Base, Utah. �The final destination would be at Marine Corps Air Station Cherry Point, North Carolina. �The proposed North American Industry Classification Systems (NAICS) Code is 484121, General Freight Trucking, Long-Distance, Truckload. The Government will use the RFI �Questionnaire� responses to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify a suggested NAICS and whether or not your company qualifies as a small business based on the NAICS.� RESPONSE INSTRUCTIONS: Written response to this RFI is limited to ten (10) single spaced pages and font no smaller than Times New Roman 12 point. The response shall be clear, concise and shall provide sufficient detail for demonstrating your firm�s capabilities. The response SHALL NOT simply rephrase, restate or reformulate the Government's proposed requirements, but rather shall provide a convincing rationale to demonstrate your firm�s capabilities to meet these requirements. Firms shall assume that (1) the Government has no prior knowledge of their capabilities, facilities and experience and (2) the Government will base its Market Research assessments on the information presented in the firm�s RFI response. Elaborate brochures, documentation, binding, detailed artwork or other embellishments are not desired. Below are a list of questions and comments to facilitate discussion and gather Market Research. � RFI QUESTIONS/COMMENTS: 1.�� �Company info: Name, Cage Code, and DUNS. 2.�� �Is your company registered or willing to be registered in System for Award Management (SAM)? �If registered, when is your expiration date? 3.�� �Do you have a preferred NAICS Code other than the one identified? 4.�� �Include a brief capability statement with your company�s technical approach and capabilities to complete tasks of this nature (addressing concerns such as how many trips are anticipated, mode of transportation, what equipment needed such as crane and forklift to load/unload, etc.). 5.�� �Request feedback on the completeness and clarity of the draft Basic Statement of Work (SOW). Any recommended changes? Any sections need further clarification? Any additional documentation or paperwork needed for this requirement? 6.�� �What do you see as the overall risks to performance, cost, and schedule associated with this transporation effort? (weather, weight limitation on roads, risk of breakdowns, etc.) �Please indicate the severity of the risk (low, medium, high) and its likelihood of occurring. �How might the risks be mitigated? 7.�� �Would your company have capabilities of acquiring the proper certifications or licenses to meet Department of Transportation requirements such as wide load, oversized load, maximum height requirement, cross country transportation, etc.? 8.�� �Is your company able to access Department of Defense facilities? 9.�� �Is your company interested in this requirement? �If so, please submit a Rough Order Magnitude (budgetary estimate) with your response to this RFI.� RESPONSE DUE DATE: To ensure that your responses are considered in the development of this acquisition, please submit your responses no later than Tuesday, 24 October 2023, 2:00 PM MST, to Rachel Wright, Contracting Specialist, Rachel.Wright.9@us.af.mil and David �Nick� Padgett, Contracting Officer, David.Padgett@us.af.mil. �Include FA8227-23-RFI-C130 in the subject line of the email and RFI response documentation.
