Description
A cost-reimbursement contract will be used due to the uncertainties in pricing this effort. In selecting the appropriate contract type, the contracting officer considered the factors in FAR 16.104. In addition, the contractor�s accounting system is adequate for determining costs applicable to the contract or order. Adequate Government resources are available to award and manage the risk inherent in a cost reimbursement contract, and appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and effective cost controls are used. Furthermore, a cost-reimbursement contract type is suitable for use with this research and development effort because uncertainties involved in contract performance and the absence of precise specifications do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price or incentive contract. It is impractical to secure supplies or services of the kind and quality required without the use of a cost-type contract. The contractor�s accounting system is adequate for determining costs applicable to the contract or order. Adequate Government resources are available to award and manage the risk inherent in a cost-reimbursement contract, and appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and effective cost controls are used. Typically, actions conducted within AFRL/RXNC Branch do not lend themselves to a transition plan as there is no guarantee that the same type of program would be necessary or contracted for in the future. In the R&D environment, it is uncertain whether or not such programs would transition to a program of record as the efforts fully rely upon the R&D results. Should the technology evolve into a program of record, a FFP contract would be considered when transitioning at that time.
