- ***The pre-solicitation notice for�N00024-23-R-4304 is hereby amended to include the Government's responses to the questions received following issuance of the draft solicitation (sections B and C only). The final solicitation is forthcoming. Additional questions shall be submitted per the instructions provided in the final solicitation.*** ***The pre-solicitation notice for N00024-23-R-4304 is hereby amended to include a draft solicitation (sections B and C only) for industry consideration. The purpose of providing this draft is to encourage industry feedback and preparation for the upcoming solicitation. The draft document is included as an attachment to this listing. A question form is also provided for the submission of questions. The Government desires to have all questions submitted by August 4, 2023 but reserves the right to entertain questions submitted after that time. All questions/comments shall be submitted electronically on the form provided to Daniel Kough (daniel.w.kough2.civ@us.navy.mil) and Lisa Grayum (lisa.m.grayum.civ@us.navy.mil). Interested parties may submit more than one form. The Government does not intend to provide responses to the questions/comments until the final soliciation is issued. The Government reserves the right to make any changes to the draft prior to release of the final solicitation.*** The Naval Sea Systems Command (NAVSEA) intends to procure services in support of the operation and maintenance of the Emergency Ship Salvage Material (ESSSM) System. The primary purpose of the ESSM contract is to provide the engineering and technical services to man, manage, maintain, and operate the ESSM System and to provide operational and non-operational support to the Navy�s oil and hazardous substance spill response program.� Remote-site ESSM equipment operation, maintenance, and related support under this contract is also provided for the full range of Underwater Ship Husbandry, diving, salvage, towing and search and recovery operations. NAVSEA intends to solicit this subject requirement as a full-and-open competition.� The contract will be awarded as a single award indefinite-delivery/indefinite-quantity, cost-plus-award-fee type contract. The contemplated contract will be for a period of five years to include five one-year ordering periods. It is anticipated that the solicitation will be available by between the third and fourth quarter of the Government fiscal year 2023.� Please note that this synopsis is for information purposes only and this notice is not to be construed as a commitment by the Government of any kind. No telephone or email inquiries will be accepted regarding this notice, and requests for solicitation packages will not be granted as a solicitation has not been prepared at this time. Any changes to the information herein will be posted as a revision to this pre-solicitation notice. Potential offerors who are interested in accessing the ESSM Operations Guide and ESSM Equipment Inventory can complete the attached terms of use agreement and send the signed form to daniel.w.kough2.civ@us.navy.mil.
