Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB), Small Disadvantaged Business, 8(a), Woman Owned Small Business or HUBZone interests. The McGuire Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition for Fire System Programming/Re-programming of Life Safety Devices at The Richmond, Va., Veterans Affairs Medical Center (RICVAMC) Richmond, VA 243249. The scope of the acquisition includes but is not limited to: Conduct Fire System Programming/Re-programming to 51 Fire alarm Control Panels (FACP) at McGuire VAMC, and shall provide all labor, parts, personnel, equipment, tools, materials, supervision and other items and services necessary to provide fire system programming services as needed. Vendor will respond and be onsite ready to deliver services at the requested service time . The Contractor shall keep a stock of spare parts on site to ensure immediate repairs and deficiency corrections. Government Provided Tools, Materials and Equipment. The Federal Government will not provide any tools, parts, materials, and equipment. This is a turn-key project with the vendor providing all necessary tools, parts, materials, and equipment. Maintenance Conformance Standards. Manufacturer s specifications, Association for the Advancement of Medical Instrumentation (AAMI), The Joint Commission ( TJC), National Fire Protection Agency 99 (NFPA 99) and 70 (NFPA 70), Center for Device and Radiological Health (CDRH), Original Equipment Manufacturer (OEM), American Hospital Association (AHA), Institute of Electrical And Electronic Engineers (IEEE), Occupational Safety and Health Administration (OSHA), College of American Pathologists (CAP), Richmond VAMC standard operating procedures, and any other Federal, State, and Local regulations pertaining to the equipment listed for this contract. All maintenance shall be conducted according to the most current editions of the above-mentioned codes. Specific Tasks. The vendor will provide: One technician on-site three days per week (8 hours/day), Monday, Wednesday, and Friday, to program/ re-program life safety devices, test, repair, and correct any RICVAMC fire alarm system issues, as required. Emergency service is included for evening, weekend, non-scheduled workdays, and holiday emergencies. Ground faults shall be considered as an emergency service and shall be considered a high priority. All technicians working on RICVAMC fire alarm system MUST have the Fire Alarm-Engineering Systems Technology (EST) 3 Series Certification (also known as EST3 Series Certification) and be knowledge about the Fireworks V1.1.71 software. Vendor will respond via telephone to emergency calls within 2 hours to notify the Engineering point of contact of expected arrival to correct emergency. Arrival time shall be within 8 hours of initial notification. If your company is interested in performing these services, please notify our office of your intent. In response, please include the following: (a) a positive statement of your intent to submit a bid as a prime contractor (capability statement); (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Responses to this notice should also identify whether or not the firm falls into any of the socioeconomic categories listed above. Your response is required by: Friday 29 Sept. 2023 @ 12:00 PM. All capable vendors are encouraged to respond. The Government will not pay for any information solicited.
