- Sources Sought Notice for Wolf Creek Dam DC and Preferred AC Systems Wolf Creek Dam DC and Preferred AC Systems Replacement THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP). This is a sources sought announcement only. This sources sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for completing the work effort relative to removal of the existing DC/Preferred AC System and installation of equipment and associated electrical wiring for the new DC/Preferred AC System. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this sources sought. NO SOLICITATION EXISTS AT THIS TIME. SCOPE OF WORK (SUBJECT TO CHANGE): The U.S Army Corps of Engineers (USACE), Nashville District, anticipates a requirement for a firm fixed-price construction contract for the Wolf Creek Dam DC/Preferred AC system upgrade to replace the existing lead acid battery systems including the batteries, chargers, power inverter and cables with a new gel battery system and associated equipment. Additionally, new switchboards with associated equipment will be replaced. The Contractor will be responsible for the following activities/items under the proposed contract: � All existing lead acid batteries, chargers, inverter, 120V AC switchboard, distribution panelboard, MG sets, conduit and cable, and other ancillary equipment to be removed. One 125VDC 60 cell DC gel battery bank and one 48VDC 24 cell gel battery bank with two 400 ampere 125V battery chargers and two 100 ampere 48V battery chargers to be installed.� Two new 125V DC main battery switchboards including all DC breakers, ancillary equipment, and associated bus and wiring to be replaced.� �One new 48V DC main battery switchboard including all DC breakers, ancillary equipment and associated bus and wiring to be replaced.� Eight new 125VDC distribution board equipment and one new 120V preferred AC panelboard to be replaced. �One new 10kVA 120VAC inverter with a manual bypass switch to be installed.� Two new battery monitoring systems, one for the 125V battery and one for the 48V battery with an associated computer, diagnostic equipment, wiring, and battery monitoring software package will need to be provided.� �Additionally, associated conduit and cable will need to be replaced. The contractor will be required to provide all plant, labor, and materials to complete this project. Location: Wolf Creek Dam Site, Jamestown, KY. Disclosure of the Magnitude of the Proposed Construction Project: Between $1,000,000 and $5,000,000. ANTICIPATED NAICS CODE AND SIZE STANDARD: 238210- Electrical Contractors and Other Wiring Installation Contractors, Size Standard $19.0M TYPE OF SET ASIDE: Per the interest received in response to this sources sought, a determination will be made on set-aside; at this time, no set aside can be reasonably determined.� CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT: Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that include the following (in A through L): A. Offeror�s name, address, points of contact with telephone numbers and e-mail addresses. B. UEI and CAGE Code C. Are you a small business under this NAICS Code? D. Business size/ classification to include any designations (Small Business, HUBZone, 8(a), Women Owned, Service-Disabled Veteran Owned, etc.) E. A Statement of Capability (SOC) stating your skills, experience, and knowledge to perform the specified type of work as described above. This SOC should be brief description of your company�s capability. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. F. Please provide up to three (3) projects of similar scope or size completed within the last ten (10) years, or two (2) projects completed within the last ten (10) years and one (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor. Please include the Project Name, Contract Number (if applicable), year completed, Prime Contractor or Sub-Contractor, Type and percentage of work self-performed (based on contract value), dollar amount, and general description of project. G. Indicate whether your company will perform the work directly or intends to subcontract the work. If subcontracting, identify the percentage of work to be subcontracted (reference FAR 52.219-14, Limitations on Subcontracting, Class Deviation 2021-O0008 Rev. 1). Identify the percentage of work your firm may be capable of directly performing. H. Do you plan to subcontract to only small businesses? If the answer is �yes�, are these small businesses with a sub-category (e.g., HUBZone, 8(a), SDVOSB, WOSB, etc.) I. What is your bonding capacity per contract? J. What is your aggregate bonding capacity? � K. If this requirement is advertised, do you anticipate submitting an offer? L. Any other information that would assist in determining your company�s capability in performing the described construction work.
