- The Medical Readiness Contracting Office West (MRCO-W), Fort Bliss Health Contracting Branch, William Beaumont Army Medical Center (WBAMC) Fort Bliss, Texas is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for breast implants sizers and expanders for patient integration supplies that have two integral ports for normal filling another aspirating fluid from the periprosthetic space to address seroma once drains are removed.� The second port that allow pocket to dry during the first stage of breast reconstruction and integral draining attachment. The result of this market research will contribute to determining the method of procurement. This SOURCES-SOUGHT IS A MARKET RESEARCH tool is being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources-sought notice is to conduct market research to determine if responsible sources exist by determining if this effort can be successfully competed and/or set-aside for small businesses. Medical Readiness Contracting Office West (MRCO-W), Carson/Bliss Health Contracting Subdivision is tentatively seeking a five-year contract (base with four option years) with an estimated period of performance (PoP): 01 Feb 2024 � 30 Jan 2029. The applicable NAICS code for this requirement is 339113 with a Small Business Size Standard of 800 employees. The Product Service Code (PSC) is 6515 - Medical and Surgical Instruments, Equipment, and Supplies. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The government will use this information to determine the best acquisition strategy for this procurement. The government is interested in all large and small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. NON-DEVELOPMENTAL ITEM: The breast implants, tissue, and implant processing system should be a non- developmental item(s) to the maximum extent possible. QUALIFICATION: The Breast Implants, Tissue, and Processing System must be qualified and demonstrate compliance to the listed operational and program requirements (i.e. salient characteristics) herein. This includes but is not limited to compliance with FDA and TAA requirements. Proof of qualification /operational and program requirements should be addressed in the response. The Government requires Breast Implants, Tissue, and implant system. The intent of this Sources Sought notification is to assess the state-of-the art of the technology available in medical supply and/or equipment products that could be applied to meet this requirement. The Government envisions a solution for breast implants, tissue, and implant processing system that meets the following operational and program requirements: SALIENT CHARACTERISTICS: Government envisions a solution for breast implants, tissue, and implant processing system that meets the following operational and program requirements: 1. Must be United States Food and Drug Administration (FDA) and Trade Act Agreement (TAA) compliant. 2. Must provide three different cohesivities of silicone implants. 3. Must provide both saline and silicone implants of varying sizes. 4. Must provide tissue expanders textured and smooth along with ancillary supplies necessary for breast implantation. 5. Must provide acellular, minimally processed human dermis in multiple sizes, thicknesses, and porosity. 6. Tissue products must be sterilized with low electron beam radiation. 7. Must provide temperature indicator on all tissue packages to ensure temperature control throughout shipping and storage processes. 8. Must include an adipose processing system that minimally manipulates the fat while maintaining a closed system thereby decreasing the risk of contamination and infection. 9. Must provide a sterile, smooth, one-piece insertion device for breast implants that can be modified for all implant sizes. 10. Must provide porcine tissue in varying sizes and thickness sterilized with low electron beam radiation. 11. Unused implants are returnable and refundable is preferred but not mandated. 12. Product Cycle life unknown, preferred 5 + years or more SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Responses to this Sources Sought, including any capabilities statement, shall be electronically submitted to the contract specialist, Ms. Elizabeth Orloski in either Microsoft Word or Portable Document Format (PDF), via email to elizabeth.a.orloski.civ@health.mil no later than 4:00 p.m. MST on Monday October 16th 2023. You must reference the sources sought/notice number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
