- VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ( [REDACTED] ) Acquisition Plan Action ID: 36C252-23-AP-2268 1. Contracting Activity: Department of Veterans Affairs, VISN 12, Madison VA Medical Center. 2237 # 607-23-3-6969-0038 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Bobcat UW56 Uses: snow removal, transporting grounds equipment, haul away/dump lawn clippings, leaves, trimmed plants/bushes, transport landscaping materials such as soil, transporting heavy equipment from buildings throughout the campus, and moving of emergency management road signs. Estimated cost: [REDACTED] 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The site has several interchangeable attachments for the Bobcat type of equipment which include: a heavy materials bucket, light materials bucket, rotary brush, snow blower, wood/branch chipper, 8 snow pusher, 10 snow pusher and pallet forks. The attachments will not work on another piece of equipment as they are interchangeable with Bobcat equipment only. Currently 6 engineering staff at the site are already trained on the UW56 piece of equipment. Training on a new piece of equipment could take a few hours per person. However, being an efficient, effective, and safe operator of the machine could take months of using to gain familiarity; and eventually master the machine per user. The costs & time associated with purchasing all new attachments and re-training engineering staff, if using a different brand, factored into using the Bobcat brand only. 4. Description of market research conducted and results or statement why it was not conducted: Market research showed that the VA rule of two is met. Two SDVOSBs are capable of providing the Bobcat UW56 equipment & are likely to submit a quote at a fair and reasonable price that offers best value to the government in accordance with FAR 13.106-1. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
