- Description
- The Space Development Agency (SDA) is issuing this Other Transaction (OT) authority solicitation for a prototyping effort of the Proliferated Warfighter Space Architecture (PWSA) Tranche 2 (T2) Tracking Layer.� The T2 Tracking Layer prototyping effort will accelerate the capability to provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems.� The T2 Tracking Layer will also demonstrate a missile defense capability by incorporating Fire Control quality sensors in the constellation.� The T2 Tracking scope includes the procurement and deployment of 54 � and potentially more � space vehicles (SVs) with infrared (IR) sensors in six (6) orbital planes.� Additional prototyping of satellites and sensor payloads may also occur under this OT in order to inform requirements and constellation design.� The fully deployed Tracking Layer is estimated to include more than 100 SVs in low Earth orbit (LEO) across multiple planes. To receive the solicitation�s CUI content, please include your organization�s CAGE code and location in your request.� For classified content, please include a JWICS email address in your request.� Requests received from organization that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis.� SDA will endeavor to respond to all request in the order that they are received and within one business day of receipt.� All requests should be provided via email to osd.pentagon.ousd-r-e.mbx.sda-ps-23-05@mail.mil no later than September 28, 2023 at 12:00 PM Eastern, with the subject line �SDA T2 Tracking Solicitation Content Request�. Amendment 1 (9/7/23): The amendment corrects the Pricing Table, Table 3-4, and clarifies Section 3.1.2.1 such that proposers are to propose two (2) planes of the T2 Tracking Layer. Amendment 2 (9/14/2023): This amendment updates Attachment 7 and Figure 3-1 in the Solicitation for consistency across documents.� Table 3-4, Pricing Table, broke out costs for NOVA and FlatSat.� Additional clarification on the FlatSat intent is provided in Attachment 1, Section 5.2. Amendment 3 (9/29/2023): This amendment updates Attachment 1 to change the delivery of the stack to the Payload Processing Facility 45 calendar days before each launch (15 Feb and 17 May, respectively), and corrects the launch date in the solicitation to match Attachment 1.
