- This is a Request for Information (RFI) notice only. This is not a request for an offer. This notice does not represent a commitment by the government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible firms that would be interested in submitting offers.� The release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. The information provided in the RFI is subject to change and is not binding on the government nor does it restrict the government as to the ultimate acquisition approach. Further, the government is not at this time seeking proposals or quotations and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any future solicitations. All responses to the RFI become government property and will not be returned. Background� For decades, the General Services Administration (GSA) has been working to improve access to government services. Today, GSA�s Technology Transformation Services (TTS) exists to design and deliver a digital government with and for the American people. We apply modern methodologies and technologies to improve the lives of the public and public servants. We help agencies make their services more accessible, efficient, and effective with modern applications, platforms, processes, personnel, and software solutions. We build, provide, and share technology applications, platforms, processes, personnel, and software solutions to federal agencies in an effort to help them better serve the public.� Program Overview� TTS 10x invests in technology ideas from public servants for solutions that improve the public�s experience for the government. Simply put, 10x turns good-for-government ideas into good-for-people solutions. The 10x approach is based on modern venture capital practices and is designed to spend fewer taxpayer dollars while also ensuring that the best solutions get funded.� Using agile methodology, 10x incrementally funds an idea over four phases. 10x Phase One is a high level exploration of the idea to define what it would take for it to be successful. 10x Phase Two is to gain a detailed understanding about the industry, problem, product and market fit, finances, timeline, regulatory environment, how you scale, and so on. 10x Phase Three is to develop a functional minimum viable product with at least one active customer, along with a viable estimate of cost and effort required to build and maintain the product. 10x Phase Four provides additional funding to scale the product and increase the number of people using the product.� Project Overview� 10x is actively exploring the question of: �What if government information was translated using consistent terms to improve the quality of communications?�� Multilingual Glossary Tool (MGT) is a 10x Phase 3 project in collaboration with the Multilingual Community of Practice (CoP). The project is intended to promote consistent translation of government content and improve the quality of communication with the Limited English Proficiency (LEP) population. MGT project team plans to pilot a shared multilingual glossary tool and a new program governance framework by establishing clear term management workflows, roles and responsibilities, and by facilitating collaboration between government translators. A robust shared multilingual glossary tool will create a consistent translation resource for individual agencies across the federal government. It will reduce the burden on each agency to translate multilingual terms in various topic domains and make them easily accessible to their translation teams.� Read more about the 10x Multilingual Glossary Tool project on the 10x.gsa.gov website. Requested Information� This request for information may inform future procurements; however, it is not a solicitation of proposals or proposal abstracts. Please provide the following information.� ? Company name� ? Company address� ? Point of contact information to include title, phone and email� ? UEI number� ? GSA MAS contract number, if available� ? North American Industry Classification System (NAICS) code best suited for the potential requirement� ? Business size designation (e.g. large business, small business), and any socio-economic designations� ? Responses to technical questions in this RFI� ? Any feedback, assumptions, conditions or exceptions� Technical Questions� 1. Does your product offer the capability for a small group of editors to maintain a shared termbase?� a. Please describe the key features and functionality that will support this capability.� b. Please indicate whether or not your product offers workflow functionality for terms and their approval process. If yes, please describe the features and functionality of the workflow and any available customizations of the� workflow(s).� 2. Feature to export termbase so that other translator groups can consume/use the terms consistently across different agencies/departments� a. Which export format(s) are provided or available?� b. Is export available for specific terms or by specific fields?� 3. Features for import� a. Which formats are available (in base and with extensions)� b. How much error validation does the import function maintain 4. Is there an Application Programming Interface (API) to allow access to data and/or functionality programmatically?� 5. Does your product offer a single sign-on option for termbase editors?� 6. What are your product�s licensing options and costs?� a. Please describe the support available included with the license(s) or optionally available for purchase.� 7. Are there any trial periods available for us to determine if this will work for us in the way we intend?� 8. Please provide an overview of data and system security for your product. 9. Please provide a list of U.S. government clients using the product, if applicable.� 10. Does your product meet or exceed Section 508 accessibility requirements? a. Please provide your Voluntary Product Accessibility Template (VPAT) and/or other documentation about your product�s accessibility for people with disabilities and any research, design, testing, and remediation processes your company uses to ensure accessibility in your product(s).� 11. What level of granularity in permissions is available (e.g. is it possible to apply access by term for editing?)� 12. Are metadata fields for term entries customizable?� 13. Does your tool have integration options with other terminology management or translation management suites? If so, please provide details.� 14. Can your tool merge termbases within the glossary or must that be accomplished through import?� 15. How is a change log accomplished in your tool?� a. How granular is it?� b. Is it exportable?� 16. Is there a way to roll back changes?� 17. Please share your product�s annual licensing costs along with any costs for optional features or support services.� Note: Our project would like to start with a small, initial set of users (approximately 10) that will maintain English and Spanish terms in the glossary for a single topic area. If the pilot is successful, we envision the number of users in the system to grow as new languages and/or topic areas are added.
