Description
Solicitation: FA822423R0007 �PAINTER COURSE TRAINING � AMXG, Hill AFB Alexsys Requirement: 10537 This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04. This requirement is being pursued as a 100% Small Business Set-aside.��The 2022 NAICS Code associated with the requirement is: 611519 Other Technical and Trade Schools. The PSC/FSC code is U006 Education/Training- Vocational/Technical.� The SBA�s size standard associated with the NAICS code is $21,000,000.00. �� Description of services to be acquired: The 309th Aircraft Maintenance Squadron (AMXG) at Hill Air Force Base has a requirement to provide training for F-16, A-10, and C-130 aircraft painters. The contractor shall provide all management, parts, materials, tools, supplies, equipment and labor necessary for training. This training is used to develop technician proficiency with aircraft polyurethane and Radar Absorbent Material (RAM) coating systems. Training must include a Basic aircraft Painter course and an Advanced Painter course. Ram Training facilities will have the capability to train all personnel on the specifications (tech orders/drawings) provided by the Air Force. Contractor shall provide a certificate of completion to each student upon the completion of each three-day course.� Length and dates of Agreements and place of delivery and acceptance: This is expected to be a two (2) year Indefinite Delivery Indefinite Quality (IDIQ) contract with one (1) base year and one (1) option year. There may be 12 students per year for the Basic Painter Course (6 students per month) and 32 students per year (4 students per month) in the Advanced Painter Course. Basic and Advance Painter Course monthly dates TBD at task order lev Invoices. Invoice shall be submitted after course completion and delivery of certificates. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests, use of electronic payment requests is mandatory. DFARS 252.232-7006, Wide Area WorkFlow (WAWF) is the Department of Defense system of choice for submission of invoices and receipt/ acceptance of documents. Detailed information regarding WAWF is available on the internet at https://wawf.eb.mil/ Offers are due by 5:00 PM Mountain Savings Time on Wednesday, October 18th, 2023, via electronic mail to�willie.little@us.af.mil.� Offeror is responsible for verifying receipt of offer.� Oral offers will not be accepted.�� To be considered for award, Offeror is responsible to include the following in a response:�� a)��The offeror�s CAGE code and an active SAM.gov Unique Entity ID.� � � � � � �b) All offerors must be registered in Supplier Performance Risk� System (SPRS) c)��Ensuring the quote submitted is clear, excludes inconsistencies The quote needs to be firm- fixed price and valid for thirty days..� d) Ensuring the quote includes all supporting information necessary to demonstrate and confirm how all requirements outlined in the Performance Work Statement are met. e)�Sufficient detail to demonstrate the offeror�s qualifications and ability to meet the delivery schedule identified in the Performance Work Statement.� � � � �� Award timeframe: Award is anticipated on or about 25 October 2023. Evaluation of quotations or offers, applies to this acquisition. The contracting officer shall evaluate quotations or offers, in an impartial manner. A. To assure timely and equitable evaluation of offers, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of two (2) volumes: 1. Volume I - Price Proposal 2. Volume II � Technical Proposal B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer�s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness. C. SPECIFIC INSTRUCTIONS: VOLUME I � PRICE - Submit one (1) electronic copy. (A) Complete blocks 12, 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract. (B) Insert proposed prices for the base year Contract Line Item (CLIN) and each option CLIN in the SF 1449. (C) Complete the necessary fill-ins and certifications in provisions. VOLUME II � TECHNICAL PROPOSAL - Submit one (1) electronic copy. Please describe your capability, experience with instruction and application of aircraft polyurethane and Radar Absorbent Material (RAM) coating systems at the Basic and Advanced Levels.� An Offeror shall assume that the Government has no prior knowledge of their facilities and experience. �The Contracting Officer will base its evaluation on the information presented in the proposal. The following technical subfactors will be evaluated in accordance with. Subfactor One:� The offeror�s proposal shall include an explanation of prior experience with Radar Absorbent Material (RAM) coating system application and Instruction.� The offeror shall present examples of prior work similar in nature.� The proposal shall provide point of contact (POC), phone numbers, and contract numbers, if with Government, identifying their experience. �Subfactor Two:� The offeror�s proposal shall include evidence that they are able to meet the required class occupancy as outlined in� the Performance Work Statement D. DOCUMENTS SUBMITTED IN RESPONSE TO THIS RFQ MUST BE FULLY RESPONSIVE TO AND CONSISTENT WITH THE FOLLOWING: Performance Work Statement. Evaluation Factors for Award. Please limit page number of Volume II � Technical Proposal to a maximum of 10 pages. E. GENERAL INFORMATION INFORMATION REGARDING SUBMISSION OF OFFERS: Electronic submittal of offers is required. All companies or individuals responding must be registered with the System for Award Management (SAM) and Supplier Performance Risk System (SPRS) at the time of solicitation closing for their quote to be considered for award.� A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before an offer�s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
