- Steam Trap Repair and Replacement, Manchester VAMC, NH Procurement Number: 36C24124B0001 This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and FAR 5.203. An invitation for bids will be posted on or about March 1, 2023. The Manchester VA Medical Center steam supply and condensate return are not working properly or efficiently. Raw steam is being discharged to the exterior of the building through a vent and is condensing on the cool brick of the building. The condensate is infiltrating through the exterior building walls and is causing moisture issues in several locations of the building including the Medical Center Server Room. In addition, the facility has many failed, plugged, and blowing by steam traps that causes a lot of waste and severe water hammer. There are many steam traps that have failed, and this is contributing to raw steam being discharged is not returning to the boilers (Building 7). An itemized list is attached (Attachment A). Some isolation valves required to shut down zones are in a confined space (sub-basement) of the medical center. To enter the confined space, contractors are required to be trained in confined space and a rescue team shall be always present when contractors are in the confined space. VA Manchester Safety shall review and approve the contractors confined space program. Contractor shall not enter the confined space until the program has been approved by VA Safety. The responsibility for the confined space staffing and training are the solely the responsibility of the contractor. Please review attached SOW for further description of the required work. The magnitude of this project is between $1,000,000 and $5,000,000. The NAICS code for this procurement is 238220 and the size standard is $19 Million. The solicitation is being issued as an Invitation for Bids (IFB) under FAR Part 14. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Any amendments to the solicitation will be posted solely to this website. It is the responsibility of the offeror to verify the number of amendments issued. As required by FAR 5.203, this notice is published at least 15 days before the solicitation, making the tentative solicitation release date on or about October 17, 2023.
