- NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. 1.0� � Background: The M870A2-S, fielded in April 2006, is a 40-ton payload, three axle Medium Heavy Equipment Transporter (MHET) that replaces the M870A2 trailer.� The existing M870 requires improvements which will maintain the current on-road (paved and improved roads) profile and enhance the M870 off-road capability providing increased operational capabilities on unimproved roads and cross country. The required improvements to the existing M870 requirement are the result of a Capability Requirement Change (CRC) from Director, Capabilities Development Directorate and a corresponding Performance Specification generated by Program Manager Medium & Heavy Tactical Vehicles (PM MHTV), Marine Corps Systems Command (MARCORSYSCOM).� PM MHTV, in cooperation with Nevada Automotive Test Center (NATC) developed an improved off-road capability solution for the M870A2-S, the result of which was the M870 Technical Demonstrator (TD).� Following the successful execution of the M870 TD, PM MHTV held an industry day to showcase the TD in preparation for release of a solicitation for the develop, production, and installation of complete Engineering Change Propose (ECP) package to upgrade the fleet of M870A2-S trailers to an off-road configuration. In 2019, the USMC awarded an IDIQ contract to develop, produce and install an M870A2-Off-road (OR) suspension system upgrade ECP on the M870A2-S MHET.� The key requirement for the upgraded suspension is enabling off-road operations in all terrain environments with payloads up to 37.5 tons.� Award of this contract resulted in the production of two (2) First Article Test (FAT) assets, LVSR interface cables, a Technical Data Package (TDP), Limited Technical Inspection (LTI) form, Final Inspection Record (FIR), Provisioning Parts List (PPL), and Technical Manual (TM). PM MHTV, MARCORSYSCOM, is seeking to identify interested vendors capable of procuring, producing, installing the M870A2-Off-Road (OR) suspension upgrade Engineering Change Proposal (ECP) on the M870A2-S Medium Heavy Equipment Transporter (MHET). Capability requirements include, but are not limited to, the cutting, bending, welding, grinding, and finishing of steel plate up to � inch, sandblasting, CARC paint/powder coat capability for: Disassembly of the M870A2-S to establish a baseline chassis for the Off-Road suspension upgrade. Repair of legacy main deck assembly, 5th wheel deck assembly and center links prior to installation of strengthening plates. Fabrication and installation of main deck assembly, 5th wheel deck assembly and center links strengthening plates. Fabrication and installation of mounting bracketry for integrating the new components. Fabrication and installation of new rear loading ramps. Additionally, the vendor would also be responsible for, but not limited to, the following: Procuring components, fabrication parts, and performing the installation of: electronic control units wiring harness assemblies anti-lock brake sub-system suspension dampener sub-system axle assemblies wheel assemblies central tire inflation sub-system pneumatic hose routing replace decking on the trailer (as required) underride protection Shipping the produced M870A2-OR transporters to their final destinations located within the continental United States (CONUS) and outside the continental United States (OCONUS). Should an RFP be released, the Government will provide the Vendors with an opportunity to view the developed ECP package and a trailer with an upgraded suspension system applied. 1.1� ��Purpose: This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP.� MARCORSYSCOM is issuing this RFI to determine if more than one (1) vendor has the capability to provide the support described in the 1.0 Background listed above.� 1.2� ��Objective: Data submitted in response to this RFI will be used to assess the marketplace environment for businesses to provide the USMC with the support described above. 2.0� � Requested Information: Respondents who are interested are requested to provide the information that identifies their capability to provide the support described in the background listed above. 3.0��� Responses: Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of an executive summary on 8 � x 11 in paper, no more than 15 pages in length, using 12-point font describing product summary, complete technical characteristics, and training and spare parts support capability.� All responses must include the following information: Name and address of applicant/company (Corporate/Principal Office) Name, telephone number, fax number, and e-mail address of point of contact General Service Administration (GSA) contract number (if applicable) Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI) List of contracting vehicles (if available) White paper providing capabilities and relevant past performance. Please be advised that any proprietary information must be marked as such on a page-by-page basis.� The Government will not assume that any of the information provided by a respondent is proprietary unless it is explicitly and conspicuously marked on a page-by-page basis.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Please do not submit proposals at this time.� The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas.� Acknowledgement of receipt will not be made.� Availability of any formal solicitation will be announced separately.� Submittals will not be returned to the sender.� Respondents will not be notified of the results of the evaluation. It is the contractor's responsibility to check SAM.Gov to get additional data. Responses shall be submitted to Captain Joshua Blythe, via e-mail at joshua.blythe@usmc.mil no later than 4:00 PM Eastern Time on 16 November 2023 with the subject line ""RFI - M870A2-OR MEDIUM HEAVY EQUIPMENT TRANSPORTER (MHET) OFF-ROAD (OR) SUSPENSION UPGRADE.""� Additionally, Vendors shall provide their company name and cage code with their requests.� Telephone replies will not be accepted. �Inquiries by telephone will not be accepted. 3.1���� Questions: Questions or comments regarding this notice may be addressed to Captain Joshua Blythe, via email only, at joshua.blythe@usmc.mil. �No questions will be accepted after 16 November 2023 at 4:00 PM Eastern Time.� The Government intends to respond to as many questions as practicable and will respond to questions via an amendment to this RFI posted to Sam.Gov so that all interested parties will benefit from the same information.� It is industry�s responsibility to monitor the site for the release of any amendment to this announcement; however, if some of the answers to industry�s question include Controlled Unclassified Information (CUI), only vendors who have provided the Government with their U.S. Postal mailing address and valid CAGE code will be provided such information. 4.0 �� Additional Information: Product and Service Code (PSC) � 2330 � Trailers North American Industrial Classification System (NAICS) code � 336212 � Truck Trailer Manufacturing
