Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for Leica Bond-Max Reagents, Antibodies, Detection Kits, and Consumables for the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. The Department of Veterans Affairs intends to award a sole source blanket purchase agreement to Leica Microsystems, Inc., 10 Parkway North, STE 300, Deerfield, IL 60015. The associated North American Industry Classification System (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, and the Business Size Standard is 1,000 employees. The anticipated period of performance is January 1, 2024 through December 31, 2024, with four 1-year option periods available. This procurement is for various reagents, antibodies, detection kits, and associated consumables for the Leica Bond-Max Immunochemistry Automated Histology Stainer currently owned and utilized by the Detroit VA laboratory. The detection kits for the Bond-Max can only be sourced from Leica. The Bond-Max does not allow detection kits from other vendors to be used. Similarly, the necessary antibody inventory for patient care and diagnosis is restricted to those obtained from Leica to forego the extensive validation necessary to use other vendor s products. Leica supplied antibodies are validated for the Leica Bond-Max platform and therefore do not have to be independently validated as they are optimized and validated by Leica. It is the Government s belief that Leica Microsystems, Inc. is the only vendor capable of meeting all the requirements for the Detroit VA. This notice satisfies the requirement at FAR 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 11:59 PM Eastern Time, Friday, October 6, 2023. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
