- Amendment A00001 is issued to provide answers to Contractor s questions concerning Solicitation No. 36C24823Q2011. Answers to these questions can be seen below: Question: Is this a new requirement or a follow-on contract? Answer: Reverse Distribution services have been provided at the VA Caribbean Healthcare System (VACHS) in the past under contract no. 36W79718D0002, task order no. 36C24820F0056. More recently, similar services were provided under short-term contract no. 36C24823P1781. Question: Are the quantities for reverse distribution services to be provided on a firm-fixed price (FFP) basis? Answer: The contract resulting from RFQ no. 36C24823Q2011 will be a FFP services contract, which will be for quarterly services at the location specified on the Performance Work Statement (PWS). There will be one (1) pick-up quarterly at each location. Since there are four (4) locations, the services being procured will consist of sixteen (16) total pick-ups per year. Additionally, the interested offerors shall also state what will be their quoted profit rates from the pharmaceutical waste turned-in to the pharmaceutical manufacturer, per each period. This is how much will the offeror profit per the turn-in of such waste, and shall be based on a quoted percentage (%). Question: Is the total quoted amount per year divided into the total value of the contract? Answer: The quote shall consist of pharmaceutical reverse distribution for a base period (12/01/2023 11/30/20224), plus four (4) twelve-month option periods. Question: Will the Government require delineation of the returned pharmaceuticals on a returnable and non-returnable basis? Answer: Yes, while providing the services, the Contractor must delineate which pharmaceuticals will be turned-in to the pharmaceutical manufacturer, and which pharmaceuticals will be disposed of. Question: Is the contract number needed for each invoice? Answer: Yes, the Contractor shall reference the resulting contract number and Purchase Order number on each service report. Question: After the Contractor packages the boxes of pharmaceutical waste, will they be delivered to the post office during VA internal transportation days by pharmacy personnel (Government)? Answer: No. The Contractor shall prepare the boxes of pharmaceutical waste for shipment at each pick-up location (pharmacy). Once the boxes have been prepared for shipment, the Contractor s selected carrier shall pick-up these boxes at each respective pharmacy for delivery within twenty-four (24) and forty-eight (48) hours of the service date. Question: Will it be sufficient to submit an invoice to the individual pharmacies as well as through the online system? Answer: The Contractor shall submit the invoice for each service through the Tungsten Network website for certification and payment. Submission deadline is still 10:00 AM on October 13, 2023.
