- W9123824B0002 PROJECT: American River Common Features Natomas Basin, Reach D, Highway 99 The Government anticipates issuing an Invitation for Bid (IFB) with the intent of awarding a Firm-Fixed Price construction contract for the American River Common Features Natomas Basin, Reach D, Highway 99. Project Description: The U.S. Army Corps of Engineers (USACE), Sacramento District, anticipates a potential requirement for design-bid-build construction services of the American River Common Features, Natomas Basin, Reach D Highway 99 (Hwy 99) window. The work will require the construction of 744 feet of cut off wall to complete the window (gap) in the existing Natomas levee cut off wall located in Reach D. The window resides both through and on either side of California State Route 99. The Contractor shall provide a bid based on the level of effort described herein to remediate the site. Site: The Hwy 99 Project area runs along the northern portion of the Natomas Basin levee system where the highway crosses over the Natomas Cross Canal, just north of the Howsley Road exit and Howsley Road. This project is in Sutter County, California. Both the Northbound and Southbound lanes of highway intersect the levee and will require coordination with the Department of California Transportation (Caltrans). In accordance with FAR 36.204(g), the estimated magnitude of construction is expected to be between $5,000,000 and $10,000,000. This prospective contract action will be conducted using NAICS Code 237990 (Other Heavy and Civil Engineering Construction). The size standard is $45,000,000.00.� Product Service Code is Y1LC (Construction of Tunnels and Subsurface Structures). The solicitation will proceed as full and open competition and must use contractors from the Pre-Qualified Sources List (PSL) for the included features of work (Deep Cutoff Wall and Earth Embankment). The solicitation will be issued on or about 13 October 2023, with a tentative bid due date of 5 December 2023.�� The IFB will be issued on the Government Point of Entry known as Procurement Integrated Enterprise Environment (PIEE), �https://piee.eb.mil/ and will establish a firm bid due date/time. �If applicable, the site visit date, time and location will be identified in the solicitation. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
