- Description
- The purpose of a Sources Sought (SS) is to improve small business access to acquisition information and to enhance competition by identifying contracting and subcontracting opportunities. The Government may use the information obtained from this notice to gain insight into industry capabilities and other market information. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), and National Weather Service (NWS), Office of Weather Prediction (OWP) have a requirement for the following: This requirement provides for updates to PRISM Maps for Alaska (1991-2020) and for the development of monthly time series maps for temperature and precipitation. See key criteria below: Technical Requirements: The objective is to produce high resolution monthly and annual climate maps, and monthly time series maps, for temperature (minimum, maximum, and average) and precipitation for Alaska. Tasks include: Task 1 � Project planning The contractor shall: Coordinate virtually with project leaders and state climatologists, NPS staff, and other climate experts to discuss and collect information, datasets, maps, and other information necessary to start the project. Task 2 � Collect input data The contractor shall: Ingest and process station data identified in the planning phase, and related datasets, into the PRISM Climate Group database. This will require identifying online and offline data sources, obtaining data, developing software to read data in varying formats, and basic quality control to exclude obviously erroneous data. Task 3 � Conduct quality control checks and adjust period of record averages The PRISM Group has developed methods to assess the validity of reported data and identify possible outliers. The contractor shall: Utilize PRISM Group methods to ensure consistency and representativeness in the station data. Check station location and elevation metadata. Adjust monthly averages for stations with short periods of record to better reflect the 1991-2020 normal period by developing statistical relationships with nearby, long-term stations. Task 4 � Perform initial mapping The contractor shall: Utilize the PRISM model to create initial monthly and annual grids of minimum and maximum temperature and precipitation. Adjust model parameters and station data to improve the maps in successive applications.� Task 5 � Provide draft maps for review The contractor shall: Create review drafts of monthly and annual grids of minimum and maximum temperature and precipitation. Output will be imported into GIS software for creation of maps, and selected digital layers made available for review. Task 6 � Review and creation of final products The contractor shall: Support the review of drafts of the PRISM maps by creating a carefully selected panel of expert climatologists, selected by the Government. Make adjustments to the maps and station data based on comments from the reviewers.� Task 7 � Delivery of draft-final and final-final products to NOAA The contractor shall: Deliver draft-final products to NOAA. (Specifications listed under Task 5). Deliver final-final products to NOAA Publish final-final products on the OSU-PRISM website Produce and deliver a final report highlighting significant or unusual findings, recommendations, and limitations. Deliverables: Draft final GIS raster and station data (as specified in Task 5) Final final GIS raster and station data (as specified in Task 5) Metadata and browser graphics (as specified in Task 5) Monthly time series maps (as specified in Task 5) Final report Are you capable of providing this key criteria? In order to gather information from industry, the agency is requesting interested firms to provide, in writing, a brief narrative and documentation to support your firm's capability meeting the key criteria of this requirement and include your firm's name, address, point of contact, telephone number, Unique Entity ID Number (UEID), and business type and size (i.e., small, large, non-profit, educational, and so forth). The North American Industry Classification Code (NAICS) is 541990 with a size standard of $19.5M. Please be advised that your participation in this SS is not required to ensure participation in future solicitations and contract awards. Participation is this SS is voluntary and the Government will not reimburse participants for any expenses associated with their participation in this SS. There is no commitment by the Government to issue a solicitation as a result of this SS. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review.
