- 1.0 DESCRIPTION The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Automated Systems Medication Dispensing Decentralized product line as a candidate for a VA-wide (otherwise referred to as national ) multiple award Blanket Purchase Agreement (BPA). The Department of Veterans Affairs (DVA) Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) on behalf of VHA is issuing this Request for Information (RFI) in accordance with the FAR 10.002(b)(2) to determine the availability and technical capabilities of qualified sources. The period of performance is for a 60-month ordering period from the date of award. The SAC in conjunction with VHA is seeking a qualified sources to manufacturer Automated Systems Medication Dispensing Decentralized on an agency wide basis. VA intends to award a multiple award BPA with Firm-Fixed Price (FFP) orders IAW FAR 13.303, Blanket Purchase Agreement (BPA) to suppliers of this equipment. Vendors will be required to deliver Automated Systems Medication Dispensing Decentralized to VA medical centers and facilities throughout the United States. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, is 750 employees. The FAR Provision found at 52.204-7(b)(1) requires that All interested Offerors must be registered in SAM prior to submitting an offer or quotation. You may access the SAM website at SAM.gov | Home. All offerors must be certified as with the appropriate NAICS code on the SAM website. All SDVOSB/VOSB offerors must be verified in the SBA database at https://veterans.certify.sba.gov/# search at the time of quote submission. This notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a BPA, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes 2.0 SCOPE Automated Decentralized Medication Management Systems (DMMSs) are used to dispense drugs and medical supplies in patient care areas (e.g., nursing units). Their operation is similar to that of automated teller machines used by banks. These systems can accommodate oral medicines, solid or liquid, ophthalmic drops, prefilled syringes, and topical preparations. Environmentally controlled cabinets for temperature sensitive medication are usually available as an added feature. A DMMS can improve and expedite access to pharmaceuticals by going through a central (host) server, which maintains centralized control over the drug storage and distribution process. These systems can be used for a variety of applications, including controlling narcotics and other drug inventories, dispensing floor-stock medications, and replacing unit-dose exchange carts. In addition, a DMMS can reduce the amount of time staff spend documenting drug transactions and the risk of drug pilferage and diversion. The following Contract Line Item(s) below comprise the Automation Systems: Medication Dispensing Centralized product line and are planned to be award in the proposed BPA(s). Vendors are encouraged to provide any product solution or configuration so long as they meet the Minimum Technical Requirements (MTRs). Additionally, responses can include any additional product and other product-related services necessary to obtain the supplies as required that may be beneficial and essential to the functionality of the proposed solution. These items must be clearly identified by brand name, brand name or equal, and part number. CLINs 0001 apply to the following MTR s MTR# MINIMUM TECHNICAL REQUIREMENTS (MTRS) METHOD OF EVALUATION VENDOR S PROVIDE PAGE # WHERE EACH MTR IS MET IN YOUR TECHNICAL LITERATURE MTR 1 Variety of cabinet /device configurations, to include refrigerated drawer types. Literature Review MTR 2 Drug dispensing automation system must be able to support accurate (the right) medication to the patients. Literature Review MTR 3 Compartment stores various drug units (e.g., capsules, vials, syringes) of several different drug types, allowing operators to access multiple doses of more than one medication. Literature Review CLIN s 0002 apply to the following MTR s MTR# MINIMUM TECHNICAL REQUIREMENTS (MTRS) METHOD OF EVALUATION VENDOR S PROVIDE PAGE # WHERE EACH MTR IS MET IN YOUR TECHNICAL LITERATURE MTR 4 Interface to scan medications (usually unit dose) to automatically create an administration record entry. Literature Review MTR 4 MTR 5 Anesthesia workstations must be compatible with VA Anesthesia Record Keeping (ARK) systems. Literature Review MTR 6 Security features. Depending on the type of system, these features should include multi-level usernames/passwords, magnetic swipe cards, and locking drawers with alarms. The system must be capable of assigning access based on hierarchy, distinguishing access for staff to fill carts, access for nurses, and access for controlled substances like narcotics. Literature Review MTR 7 Reports and data can be accessed and viewed onscreen at the dispensing unit and from any workstation. Literature Review MTR 9 User interaction to include touchscreen, keyboard, bar code scanners, biometric capabilities and optional printers on dispensing unit and central server. Literature Review For each product the response must include descriptive literature demonstrating the product meets or exceeds the MTRs specified above. The Government's intent is to include all ancillary items to ensure the equipment can function as designed by the OEM and as clinically required. Vendors are encouraged to provide any product solution or configuration so long as they meet the MTRs. Additionally, responses can include any additional product that may be beneficial. These items must be clearly identified by brand name and part number. Responses to this Sources Sought Notice shall include the following: 1) Full name and address of company 2) DUNS number/ CAGE Code/ SAM UIE 3) Business Size 4) Manufacturer or Distributor a. If distributor provide full name, business size and address of manufacturer 5) Country of Origin designation for all products 6) Ability to provide uninterrupted supply of products on a national scale 7) Technical Literature that clearly shows product(s) meet the identified salient characteristics and page numbers where each MTR is met 8) Any additional product solution or configuration that would be beneficial to the clinical functionality of the product line identified Although not required, vendors responding to this Sources Sought may also submit a Capabilities Statement.
