- BLM-CO Blanca Wetlands Water Wells - Amend 2 - Cancellation and Request for Information The purpose of this amendment is to officially cancel the solicitation for 2023 due to lack of bids. However, we do plan to resolicit it in 2024 after we perform more market research, more vendor engagement and get your ideas on how we could do this better, more effectively and with a successful outcome. Please feel free to contact me directly with your ideas and provide any information you think might be helpful. Here's what we have been discussing: 1. Scope too large? Was 6 wells a bridge too far with the time allotted? Should we restructure with less wells with the remainder as options or on multiple contracts? 2. Small Business Set-Aside No Set asides? Was this project too large for a small business concern with too much capital, time and resources needed up front? 3. Was the required bonding an issue? Well drilling is sometimes solicited and awarded as a commercial service without bonding rather than construction. 4. Contract Type - does the firm fixed price contract type present too much risk even if with change orders and/or a contingency line? Should we pick something other than firm-fixed price for the contract type? 5. Rough Order of Magnitude - was our estimate so far off base that you determined your proposal would be way above the budget and un-awardable? 6. Labor market - was lack of a qualified, able and willing labor pool an issue in your no-bid decision? 7. Construction market - is the current market too saturated with other projects? 8. Source Selection Method - Was low price technically acceptable a factor in your no bid decision? Would the Government benefit from the time and resources necessary to make a Best Value with Trad-Offs decision? 9. Unreached vendors - we suspect there are more well drilling vendors in or around the San Luis Valley than we know of or can see in SAM.gov. We are very willing to discuss and guide contractors through the process of Government procurement or point them to other free help. Please let any in your circle know of this opportunity and for the offer of assistance. 10. Industry Day - we plan to host a virtual industry day or days to discuss the issues above and solicit your ideas. Stay tuned for further information. 11. Any other no-bid factors we have not mentioned? This is a solicitation notice for water well work in the Blanca Wetlands per the attachments. Rough Order of Magnitude: The Government estimates this procurement to be between $250,000 and $500,000. Blanca Wetlands Web Site: https://www.blm.gov/visit/blanca-wetlands Period of Performance: Period of Performance: Oct 1, 2023, to Sept 30, 2024 with no access to the Blanca Wetlands is allowed from May 15 to July 15, of any year. This is to avoid disturbing the nesting wildlife. A. Description of Work: Furnishing all labor, equipment, supplies, and materials, to drill, case, construct, develop, and test 6 artesian water wells. Additionally, there shall be 6 artesian water wells plugged and abandoned. Work shall also include furnishing and installing propeller flow meters, gate valves, and required piping to connect the new wells to new piping (Contractor furnished) and existing piping of the old wells. All wells shall be set up with well heads having flowing well pitless adapters and full port wellhead valves that are such that there will be clear hole open access available for future well maintenance work that will allow isolation of the well, periodic shut-in pressure tests, and open well flow tests. B. All water well work done under this contract shall meet or exceed applicable sections of the most current version of the State of Colorado Rules and Regulations for Water Well Construction, Pump Installation, Cistern Installation and Monitoring and Observation Hole/Well Construction. C. All work done under this contract will be performed by a contractor currently licensed and in good standing with the State of Colorado, Colorado Division of Water Resources. D. Location: Work under this Contract is in Alamosa County Colorado at the Bureau of Land Management Blanca Wetlands. Basic Contracting Requirements: 1.
