Description
NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) hereby gives notice of the Government s intent to sole source a purchase order for NextSeq 2000 Sequencing System instrument, through Illumina Inc., for the James J. Peters VAMC, 130 West Kingsbridge Road, Bronx NY 10468. The Research department at the James J. Peters VAMC is requesting a NextSeq 2000 instrument to run COVID sequencing. Illumina NexSeq 2000 Sequencing System is an integrated system for automated generation of DNA clonal clusters by bridge amplification, sequencing, primary analysis, and secondary analysis which is essential for the V to sequence COVISD. It is the Government s belief that the proposed candidate is the only one that can provide James J. Peters NexSeq 2000 instrument that is needed. The applicable North American Industry Classification System (NAICS) code is 334516 (Analytical laboratory Instrument manufacturing) with a small business size standard of 1000 Employees and the Federal Supply Code (FSC) is 6515 (Medical, surgical Instruments, Equipment and Supplies). REQUIREMENTS AND DELIVERABLES Next generation sequencing (NGS) is answering complex scientific questions with genomics. The NextSeq 2000 (Illumina) has the capability to run multiple samples at a great sequencing depth with a significantly lower cost. This sequencer is a flexible work platform that has the capability to sequence our desired COVID targets as well as support future research applications in the areas of virology, oncology and pathology. The NextSeq 2000 system includes embedded touchscreen monitor and on-instrument computer, control software, hardware accelerated DRAGEN Bio-IT secondary analysis pipelines, installation and training, and 12 months warranty (including parts and labor). The Illumina system is especially useful in COVID research due to its compatibility with FDA EUA approved COVIDseq test kit for detecting the SARS-CoV-2. COVID variants are spreading rapidly and with the NextSeq 2000 it provides high quality and accuracy in sequencing for sequencing read and analysis of variants. This system is currently being used at other VA sites with success. This will allow the James J. Peters VA to validate other findings and compare results with other VAs nationwide. A determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. No telephone inquiries will be accepted. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS. This will be the only notice of the Government s intent to solicit, negotiate, and award to one source to satisfy this requirement.
