- The Medical Readiness Contracting Office - Pacific intends to issue a solicitation for a firm fixed-price, non-personal services contract for Hospital Aseptic Management System (HAMS) Services for 8 MDG at Kunsan Air Base, Korea. Required qualifications include, but are not limited to: Contractor Qualification: The Contractor shall have current and valid Hygiene Management Permission license under Management of Public Health Act issued by the Republic of Korea (ROK) Government.� The permission license of a Subcontractor cannot be substituted for the Prime contractor�s permission license. The Contractor shall have a minimum of two (2) years of experience within the last seven (7) years from the issuance date of this solicitation in housekeeping service with healthcare/patient care environments. Key Personnel Qualification: Executive Housekeeper (EH). �The Contractor shall assign an EH to serve solely in the MTF campus of this contract. The EH shall be assigned full time duty residence (during the normal working hours of the MTF) as the on- site management representative of the Contractor at the MTF campus. �The Executive Housekeeper shall be available on site during the hours specified in the performance work statement.� The Contractor shall present a written certification to the Contracting Officer (KO) that the Executive Housekeeper meets the requirements of this Performance Work Statement (PWS).� These certifications shall be presented to the KO in Medical Facility Adapted Manual (MFAM). Experience Requirements: (a) one (1) year of consecutive experience, during the last seven (7) years, as an Executive Housekeeper at a full service hospital. (b) As Executive Housekeeper he/she shall have been responsible for departmental procedures, supervision, scheduling work assignments, training, quality assurance and overall contract performance. The EH shall have a current and valid Annual Hygiene Training Certificate issued by Korean Facility Hygiene Management Association. The Contractor shall assign an Executive Housekeeper who is able to speak, read, and write in English in order to effectively communicate with Government personnel. Factors used to determine English reading, speaking, listening, and writing shall be, at a minimum, two of the following documents (the two documents shall be either #1 or #2 AND the other shall be either #3 or #4): Test of English for International Communication (TOEIC) score 550 or higher; or TOEIC Speaking Test score 100 or higher; or Proof of English comprehension or English class credit points from a College or University; or Proof of minimum of one (1) year working experience for U.S. Government job position description. In addition, if the position requires the use of computers, the Contractor shall have personnel with sufficient knowledge and skill to be able to use computers and associated data program like Windows Office programs: Word, Excel, Power Point, Outlook as part of the work duties. This requirement is for a one-year period of performance, 1 January 2024 � 31 December 2024, plus four one-year options, plus the FAR 52.217-8, Option to Extend Services.� The NAICS code for this proposed procurement is 561720 and the annual size standard is $19.5M.� This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in October 2023.� No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.� The Contracting Officer is Ms. Kanoe Sing-Ching, (808) 438-5135, kanoelani.c.singching.civ@health.mil, and the Contract Specialist is Ms. Charis K. NOTICE TO OFFERORS All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement.� All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
