Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research and Development Command (USAMRDC), Combat Casualty Care Research Program (CCCRP) to award a sole source contract to The Applied Research Laboratory for Intelligence and Security (ARLIS) at the University of Maryland at College Park, USA. Under the authority of 10 United States Code 3204(a)(3)(B) as implemented in Federal Acquisition Regulation 6.302-3(a)(2)(ii) �to establish or maintain an essential engineering, research or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center. �The USAMRDC, CCCRP requires Machine Learning (ML) and Artificial Intelligence (AI) tools be developed and applied to Intelligence Incident Reports (IIR) and Electronic Health Record (HER) data to identify previously unidentified health trends, establish diagnostic criteria, and improve care for affected individuals targeted by novel non-kinetic threats. The effort will inform and develop a software solution that employs Machine Learning and Artificial Intelligence analysis to improve the Department of Defense�s (DoD) understanding of novel non-kinetic threats, impacted physiologic systems, connection to symptomology, and improve the DoD�s diagnostic/case definition, treatment strategies, and prioritize future research lines of inquiry for novel threats.
