Description
The Government is seeking a minimum of 17,480 ANSI/BOMA Square Feet and a maximum of 18,354 ANSI/BOMA Square Feet of Hangar and related space in Carolina, Puerto Rico. General Services Administration (GSA) seeks to lease the following space: State:� Puerto Rico City:� Carolina Delineated Area:� The space must be located within the Luis Munoz Marin (SJU) Airport and/or Muniz Air Base tarmacs Minimum Sq. Ft. (ABOA):� 17,480 Maximum Sq. Ft. (ABOA):� 18,354 Space Type:� 15,475 ABOA SF of Hangar space (with an additional 1,331 ABOA SF office/pre-flight space, 674 ABOA SF storage/maintenance space, and restroom w/shower) Parking Spaces (Total):� 4 Spaces Parking Spaces (Reserved and Secured):� 4 Surface Full Term:� 20 years Firm Term:� 15 years Additional Requirements: Location in the Community The space must be within the delineated area. Location in the Building Space must have parking spaces within 250 feet of the building. Additional Requirements The Government shall have access to the space 24 hours a day, 7 days a week, and 365 days a year. At least five (5) aircraft will be housed.� Repairs to aircraft will take place inside the hangar for security purposes. Hangar door is required to be motorized. The Facility Security Level (FSL) for this requirement is FSL II. Optional - FBO (fixed base operator) Services to service aircraft after flights. Government shall have the right to mount roof antennas.� Agency cannot be collocated with private firms whose primary clientele are involved or have ties to criminal elements. Offered space must meet Government requirements for fire safety, accessibility, security, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 100-year flood plain. This procurement will be subject to all the rules, regulations, conditions, and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ��For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B.Use this language when the incumbent will likely be competing, and move & replication costs are anticipated. Use this language when only considering existing buildings. Note that, in the event an offer submits a site for construction and it is determined to be a strong option for the Government, if this language is included in the original ad a second ad must be posted in order to accept the site for consideration. Only use this language in the anticipation of remaining in place, or when time is of the essence such that would prevent the time frames required by new construction options. Expressions of Interest (EOI) must be received in writing no later than October 19, 2023 by 4:30 PM Eastern Time, and should include the following information at a minimum: Building name and address? Location of space in the building and date of availability? Rentable Square Feet (RSF) offered and full-service rental rate per RSF? ANSI/BOMA office area (ABOA) square feet (SF) offered and full-service rental rate per ABOA SF? Proposed layout for the hangar space, office/preflight space and storage/ maintenance space; Name, address, telephone number, and email address of authorized contact; All interested parties must either submit evidence of ownership or written authorization to represent the owner(s).� Any submission received without documentation of ownership and/or written authorization to represent the owner(s) will not be considered until such time the documentation has been received which also must be submitted prior to the Expression of Interest Due Date.� In case where an agency is representing multiple ownership entities, broker must submit written acknowledgement/permission to represent multiple interested parties for the same submission.
