Description
DESCRIPTION SOURCES SOUGHT: The VA Brockton Campus requires a contractor to provide professional services to provide all equipment, labor, and materials for Building 4 CLC Phase II Architectural and Engineering Services (A/E) . Work to be performed at VAMC Brockton 940 Belmont St. Brockton, MA in accordance with the Statement of Work, Specifications, Drawings, Federal, State, and Local Codes. Contractor to provide all equipment, labor, and materials for A/E services. Work is not limited to but includes the following: Provide all professional architectural and engineering (A/E) services necessary to develop detailed & complete drawings, specifications, cost estimates, construction schedules, project phasing plans, activations & furniture spreadsheets, investigations & reports including LIDAR surveying, BIM modeling, renderings, finish boards, site visits and construction period services required for a complete renovation of building 4 B-Wing subbasement, basement, first floor, second floor, roof and adjacent A-Wing spaces in accordance with the VHA Small House (SH) Model Design Guide, The Facility Guidelines Institute s Guidelines for Design and Construction of Residential Health, Care, and Support Facilities (The Residential Guidelines) and National Institute of Building Sciences Design Guidelines for the Visual Environment (Low Vision Design Program). The design intent is to perform a gut-renovation to create a resident-centered environment and to develop a therapeutic environment of care to deliver high-quality and high-value care to our nation s Veterans in Building 4, Veterans Affairs Medical Center (VAMC), 940 Belmont Street, Brockton, MA The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs, WOSBs, and Small Businesses that have the experience with this type of work and if such firms are interested in this procurement. The magnitude of services is between $500,000 and $1,000,000. The NAICS code is 541330 and the small business size standard is $25.5 Million. Interested firms should indicate their interest to the Contract Specialist Scott Doucette, no later than 12:00 p.m. EST on 10/26/2023 via email to scott.doucette@va.gov The following information is required in response to this notice: 1. State your firm name (as it appears in SAM.gov ), firm office location where these services will be performed from, UEI number, and socio-economic status of the firm (i.e. verified SDVOSB, WOSB, SB, large business). 2. Provide a brief narrative on the firm s experience providing services similar to those described in the attached statement of work. 3. What would be the expected make-up of the firm s team in terms of socio- economic categories and estimated percentage of work to be completed by your firm and each subcontractor? Interested firms shall hold an active SAM registration. Visit www.sam.gov to register in this database. 4. A brief statement of overall interest in the project and capability of performing the work in conjunction with ongoing projects. 5. Any additional capabilities statements or other documentation that you feel will assist the Government in performing market research and determining the appropriate set-aside. If the procurement is set-aside for any category of small business, generally fifty percent of more of the work would need to be performed by the contractor or a similarly situated subcontractor in terms of percentage of cost. For instance, if set-aside for service- disabled veteran-owned small business (SDVOSB), 50% or more of the contract would need to be performed by verified SDVOSBs no other small business categories would count towards the percentage. If set-aside for small business, 50% of the contract would be required to be performed by small businesses which would include performance by a verified SDVOSB because they are also a small business. If the procurement is not set- aside and reaches certain dollar thresholds, the Government would negotiate an acceptable subcontracting plan to utilize small business concerns. SDVOSB or VOSB firms shall be verified by https://veterans.certify.sba.gov/ The Network Contracting Office 1 looks forward to interest of well-qualified new entrants to contracting with the Veterans Health Administration including the interest of SB and WOSB contractors, and especially responses from verified SDVOSB/VOSB Firms. All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested in addition to the below form will result in a contractor not being considered as an interested concern. If adequate interest is not received by 12:00 p.m. EST on 10/26/2023, this action will not be set-aside for SDVOSBs, VOSBs, WOSBs, or Small Business firms. Interested firms must reply via e-mail to scott.doucette@va.gov. THIS NOTICE IS NOT A REQUEST FOR QUALIFICATION STATEMENTS (SF330). Once the appropriate set-aside is determined, a separate public announcement requesting qualification statements (SF330s) will be publicized on Contract Opportunities in accordance with 40 U.S. CodeĀ§ 1101 and FAR 36.601.
