Sources Sought Synopsis for W912EP24Z0004 Quality Assurance Services for Civil Works, Interagency and International Services (IIS) and Military Construction Projects The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Quality Assurance Services for Civil Works, Interagency and International Services (IIS) and Military Construction Projects. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is: �541990 � All Other Professional, Scientific and Technical Services. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U. S. Army Corps of Engineers � Jacksonville District anticipates a future procurement to acquire a Firm Fixed Price - Single Award Task Order Contract (SATOC) for Quality Assurance Services (Not subject to the Brooks Architect-Engineers Act, as defined in FAR Part 36) for Civil Works Construction Projects. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. This is a non-personal services contract to provide quality assurance services. Work to be performed does not fall under the Brooks Act. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform quality assurance services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Objectives:� Furnish personnel for construction projects that will monitor the construction contractors� progress and document compliance. Contractor shall report findings to the Field COR.� Furnish personnel who are experienced and qualified in construction, review and monitoring of construction activities, assessment of construction compliance with plans, specifications, and ancillary documents.� Quality assurance services for Civil Works, Interagency and International Services (IIS) and Military Construction Projects are to be performed. Services include, reviewing scopes of work, report findings to the Field COR, materials testing, monitoring, and assessment of construction compliance with plans, specifications, and ancillary�documents. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.� Place of Performance: The work to be performed under this contract will be performed within the boundaries of the state of Florida with exception of the area covered by the Everglades Agricultural Area (EAA) Office.� Firm�s response to this Synopsis shall be limited to 3 pages and shall include the following information: 1.� Firm�s name, address, point of contact, phone number, website, and email address. 2.� Firm�s interest in bidding on the solicitation when it is issued. 3.� Firm�s capability to perform a contract of this magnitude and complexity (include firm�s capability to execute comparable work performed within the past 2 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples. 4.� Firm�s Business category and Business Size �Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.� 5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable � existing and potential. 6.� Firm�s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 13 November 2023 at 9:00am. Prior Government contract work is not required for submitting a response under this sources sought synopsis.
