REQUIREMENTS DESCRIPTION Joint Helmet Mounted Cueing System (JHMCS) Cockpit Unit Power Supply (CU), Display Unit (DU), Upper Helmet Vehicle Interface Cable (UHVI), and Helmet Mounted Display-Test Set (HMD-TS) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide depot-level test and repair of the Joint Helmet Mounted Cueing System (JHMCS) components listed below. The National Stock Numbers (NSN) and Part Numbers (PN) are as follows: Noun NSN P/N Annual Qty Helmet Display Unit 1240-01-469-6497 620520-01-05 539 Power Supply 6130-01-460-8882 620300-01-02 118 Upper Helmet Vehicle Interface (M) 6150-01-469-7862 620410-03-03 11 Upper Helmet Vehicle Interface (L) 6150-01-469-7863 620410-02-03 46 Upper Helmet Vehicle Interface (XL) 6150-01-469-7865 620410-01-03 43 Helmet Mounted Display- Test Set 4931-01-494-6768 620900-02-01 14 This requirement is for repair services. Our repair services strategy is a three-year contract and will continue through FY 23. The projected quantities, referenced above, will be Best Estimated Quantities (BEQ) per year. The Governments needs for repair services are required in order to cue High Off-Boresight (HOBS) weapons. The JHMCS system gives the operator a first shot advantage on targets, when involved in a visual range of engagement. JHMCS has the ability to cure weapons past the Filed-of-View (FOV) limitation of the radar system. This system also provides improved situational awareness for the operator, sensor, slaving, non-HOBS weapons slaving, and the ability to get tactical, navigational and aircraft flight data, while staying heap-up out of the cockpit. The service shall include providing obsolete parts resolution along with the necessary engineering to investigate Deficiency Reports and Material Improvement Projects (MIPs). The Government does not own the data or the rights to the data needed to compete the repair of this part. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights. CEVS is the only source of known repair for this system. The Function of JHCMS Cockpit Unit (CU) The CU is a sealed LRU that contains solid state electronics with most of the electronics immersed in an oil bath. It is installed in the aircraft cockpit left console and has two external electrical receptacles for connection to the EU and Lower Helmet Vehicle Interface (LHVI) leading to the HDU. Internal to the CU are: a micro-controller, a High Voltage Power Supply (HVPS) that is used to power the Cathode Ray Tube (CRT) in the HDU, a high voltage crowbar for fast shutdown of the CRT anode voltage and an Electronically Erasable Programmable Read Only Memory (EEPROM) for fault/maintenance data storage. The Function of JHCMS Display Unit (DU) The DU is a helmet mounted, removable assembly that contains the solid-state circuitry and miniature components used to project and display data and symbology on the helmet visor. The DU is the entire assembly containing the CRT, Relay Optics Modulate Assembly (ROMA), MRU, Camera, Automatic Brightness Control (ABC) sensor, two Uplook Reticles and optics (puppers), EEPROM, and Visor Assembly. The DU is connected to the helmet shell through a universal connector. The DU also provides for Inter Pupil Distance (IPD) adjustments. The Function of JHCMS Upper Helmet Vehicle Interface Assembly (UHVI) The UHVIs primary duty is to provide an electrical interface to the DU. The UHVI assembly consists of connectors, and Helmet Release Connectors (HRC), and half the high voltage Quick Dis-Connector (QDC). The UHVI is hard mounted to the helmet shell and runs from the back of the helmet, up through the inside and terminates at the releasable universal connector on the forward top, where the DU is mechanically and electrically connected to the helmet shell. The Function of the JHMCS Helmet Mounted Display Test Set (HMD-TS) The HMD-TS is a tester that verifies proper functionality of the pilots helmet before flight. It checks for proper operation of the helmet's electronics and provides the offensive targeting capability of the JHMCS. Contractor capability survey is included in the attachment. Interested parties should refer to attachment and return completed survey no later than 5:00pm (EST) 13 November 2023. ATTENTION:THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. INFORMATION GATHERED WILL ONLY BE USED FOR MARKET RESEARCH. ANY AND ALL RESPONSES TO THIS NOTICE DOES NOT CONSTITUTE AN AGREEMENT, COMMITMENT, OR OBLIGATION IN ANY WAY, SHAPE, OR FORM.
