Description
This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential sources for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for construction projects in the Southeast Asia region under the cognizance of Naval Facilities Engineering Systems Command, Pacific.� A MACC will provide the Government with a contract tool that can be used for responding/supporting requirements on short notice by competing the requirement among the MACC contract holders vice undertaking a new source selection process for each requirement as it may arise. The scope may include conventional design-build construction projects. Conventional construction projects includes new facilities, repair/renovation, and upgrades to a variety of facility types including, but not limited to, building facilities, warehouses, bridges, wharves/piers, dredging,� airfield runways, fuel storage, roads, hangars, and other base infrastructure facilities produced in accordance with nationally recognized industry, international, federal, and/or military standards. The primary contract coverage will be the Southeast Asia region, but may include other areas worldwide.� Task order project locations may be at locations that are remote, overseas, without existing construction industry capacity, and not on established Department of Defense Installations.� The North American Industry Classification System (NAICS) may include Subsection 237 � Heavy and Civil Engineering Construction and Subsection 236 � Construction of Buildings. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement may be published in the Systems for Award Management (SAM) website should the Government intend to proceed with the procurement of these services. The Government will evaluate responses based upon experience, financial capacity for projects of this magnitude and bonding capacity. Prospective offerors shall complete the attached form (Sources Sought Questionnaire) including the Experience Information Form.� Offerors having the capability to perform this work are invited to submit responses to this questionnaire.� Please limit the submission to 40 pages (single sided, 8 � x 11�).� Responses are due no later than 2:00 PM on October 26, 2023. Documents may be submitted via electronic mail to ann.h.sakieli.civ@us.navy.mil and rachel.m.isara-phan.civ@us.navy.mil� �Complete information must be submitted as the Government will not contact the offeror for clarification of information submitted. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought announcement only, evaluation letters will not be issued to any respondent.
