- SOURCES SOUGHT SYNOPSIS: Solicitation Number:����������������������� ����������������������� FA8251-22-F-16-CCMFD-BLK40/50���������������������� ����������������������� Notice Type: Sources Sought Synopsis: 1. NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $20.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.� Program Details The Government is preparing to issue a repair services contract for the Common Color Multifunction Display Assembly P/N 8526500-920, NSN 1260-01-469-6512, for the USAF F-16 block 40/50 aircraft.� These services will restore the CCMFD to a serviceable condition but not like new cosmetically.� An upgrade of the Fluorescent backlight display /with a fan CCMFD to an LED backlight display /without a fan CCMFD will most likely be required due to Diminishing Manufacture Sources (DMS) issues. Honeywell is the Original Equipment Manufacturer (OEM) who developed and manufactured the CCMFD and owns all engineering data for repair and upgrades.� The Government does not possess sufficient engineering data or rights to the data necessary to repair these items.� Data rights will have to be obtained from Honeywell.� Test equipment necessary to diagnose and test asset will have to be procured by contractor at their own expense to demonstrate repair capability in order to be qualified.� The work required for this contract shall be by a qualified source which has experience in repair of F-16 displays/processors.� The government does not own any repair manuals or detailed parts lists for the CCMFD.� Additionally, the government does not have any special test equipment available for repair of the CCMFD.� Therefore, the respondent would need to be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and testing of the CCMFD in a timely fashion.� If the offerer is able to develop or obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc.), a brief summary of the companies capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals (refer to the white paper listed above). Provide any supporting information such as commercial literature, catalogues, manuals, etc.� If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. Responses to this Notice are due on or before 20 Sep 2021.� All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities.� Parties interested in remanufacture of the CCMFD will be required to become a qualified source.
