Description
This RFI has been updated to include the Informational Briefing presentation as Attachment 5. This RFI has been updated to replace Attachment 1�CLDP-REQ-1130, with a version not marked as Controlled Unclassified Information (CUI).� This is a Request for Information (RFI) and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter. This RFI is limited to U.S. industries. NASA�s Commercial Low Earth Orbit (LEO) Development Program (CLDP) is seeking information from industry for NASAs development of future Commercial LEO Destinations. NASA requests your feedback on the draft document CLDP-REQ-1130 Requirements and Standards for CLDP including associated Appendices, Annexes and applicable documents.� All applicable documents are publicly available except those that have been identified as export controlled.� These documents are available as part of a restricted technical library.� Background As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the responsibility for safe, reliable, innovative, and cost-effective utilization of LEO and ensuring a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals. In a multiphase strategy, the Commercial LEO Development Program (CLDP) is helping to spur the development of end-to-end services for commercial LEO destinations from commercial providers.� This includes ground and mission systems, crew and cargo transportation, and LEO destinations. This draft does not yet incorporate the requirements for utilization services, cargo transportation or planned verifications � these areas are not part of this request for information. These may be released in a future RFI or when the RFP document baseline is completed, dependent on program desires.� Additionally, three applicable standards are designated ITAR Controlled by the State Department and will not be provided or reviewed as part of this RFI.� Do not provide comments related to these pre-defined exclusions.� These excluded standards include: JSC 62809 Human Rated Spacecraft Pyrotechnic Specification JSC 65985 Requirements for Human Spaceflight for the Trailing Deployable Aerodynamic Decelerator (TDAD) NASA-STD-5021 Thermal Protection System Design Standard for Crewed Spacecraft Purpose As the agency prepares to become a customer in a commercial marketplace, it is part of NASA�s strategic approach to provide insight into NASA expectations for the end-to-end services in LEO.� This RFI supports NASA�s effort to maintain these open communications with the private sector. The draft CLDP-STD-1130, CLDP Requirements and Standards document includes requirements and standards associated with crew and systems supporting the Commercial LEO Destination (CLD) and Crew Transportation System (CTS). These requirements provide what NASA deems necessary to certify commercial systems for use by U.S. Government crew.� RFI Specifics NASA requests your feedback on the draft document CLDP-REQ-1130 Requirements and Standards for CLDP, including appendices, annexes and applicable documents. �� All applicable documents are publicly available except those that have been identified above as export controlled.� These documents are provided as part of a controlled access through the Contracting Officer and will not be releasable to foreign nationals.� Specifically, NASA is seeking industry views and insight to the following questions: Are there any requirements that are unclear, conflicting or ambiguous? If so, what are the recommended improvements? Other than the undeclared items, are there any requirements excluded that need to be addressed? Are there any requirements that unreasonably restrict design or impact commercial development cost or schedule?� If so, what are the recommended improvements? Do you have additional information you would like to share with NASA significant to the finalization of these requirements and standards? That authorized individual shall verify that the information provided to NASA is correct, complete, and accurate. Companies are responsible for ensuring their compliance with all U.S. export regulations: 1) Full Company Name 2) Company Address 3) Is this a corporation, business association, partnership, society, trust, or any other entity, organization or group that is incorporated to do business in the United States? If the individual is not a U.S. person what is their citizenship? _________ ALTERNATE 6b: Citizenship: Specify Citizenship [ ] Non-U.S. Persons must list any other countries to which individual claims citizenship __________ List Place of Birth: _______________ All foreign nationals from designated countries covered by a Programmatic Technology Transfer Control Plan (P-TTCP) or requiring access to export-controlled information are required to have an Individual Technology Transfer Control Plan (I-TTCP) with a Non-Disclosure Agreement (NDA). Foreign nationals from non-designated countries requiring access to export controlled information covered by a P-TTCP are required to comply with the International Partner or Foreign National Certification contained in the P-TTCP. Submission Instructions and Points of Contact NASA has provided a response form (Attachment 3) (See Attachments/Links section of this notice) that each responding organization should use to document their comments, issues and/or concerns. If additional documentation is necessary to support your response form submittal, you are allowed to submit additional documentation that is no more than 20 single-sided pages via Microsoft Word or PDF. Both the response form and additional documentation should be submitted together via email to both the NASA Contracting Officer, omar.k.collier@nasa.gov and the NASA CLDP SE&I Manager, thomas.e.martin@nasa.gov with the subject line:��RFI Feedback on CLDP-REQ-1130 INSERT COMPANY NAME�, no later than 11/17/2023, 4 p.m. Central time. NASA reserves the right to share all information received in response to this RFI internally within the Commercial LEO Development Program and other NASA program stakeholders; and to use all information submitted in response to this RFI in the formulation of the draft request for proposals. If it is necessary to submit competition sensitive data, or company proprietary information in your response to this RFI that data should be clearly segregated and marked as sensitive appropriately. This RFI is for informational purposes and not to be construed as a commitment or obligation on the part of the Government. Informational Briefing NASA is planning to conduct a virtual Informational Briefing NET 10/12/2023 from 1-2 p.m. Central Time via Microsoft (MS) Teams. Interested Parties are invited to attend. An MS Teams invitation will be sent by Omar Collier, the Contracting Officer, to all participants that have RSVP�d.�Any updates to the time and/or date of the information briefing will be posted as an amendment to this announcement.
