DISCLAIMER THIS SPECIAL NOTICE IS FOR THE RELEASE OF THE D3I2 D2 DRFP (WITH EXHIBITS A-C AND ATTACHMENTS 1-9 [SEE FORMAL SOLICITATION FOR ATTACHMENTS 10 AND 11]). THIS DRAFT NOTICE SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS, OR REQUEST FOR QUOTES. THE UNITED STATES GOVERNMENT (USG) IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE. A FORMAL RFP SOLICITATION IS NOT AVAILABLE AT THIS TIME; THEREFORE, ANY REQUESTS FOR A FORMAL RFP SOLICITATION WILL NOT RECEIVE A RESPONSE. SPECIAL NOTICE � D3I2 DOMAIN 2 DRFP AND EXHIBITS/ATTACHMENTS The D3I2 Domain 2 DRFP has been posted to the Government Point of Entry (GPE) at https://www.sam.gov. Please note that the USG intends to post the formal RFP solicitation and receive proposals via the Procurement Integrated Enterprise Environment Solicitation Module (PIEE SM) only at https://piee.eb.mil/. It is the responsibility of potential offerors to ensure their own access to the PIEE SM is attained and maintained. The following link provides the general steps in gaining access to the PIEE suite: https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml. A pre-solicitation notice will be posted to the GPE to alert potential offerors that a formal RFP solicitation is forthcoming. Please continue to monitor the GPE for additional information. For informational purposes only, a projected D3I2 D2 Transition Plan is also attached to this special notice (note that the actual transition execution may differ from this informational document). The USG is not accepting questions and comments concerning the transition plan and will not respond to submitted questions or comments. The USG is accepting questions and comments in response to this DRFP. Submit any comments or questions no later than (NLT) 4:00 p.m. CDT, Wednesday, October 25, 2023. Any questions submitted after the stated time and date will not be acknowledged. As applicable, responses will be posted to the GPE.
