- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis the purchase and installation for BEST name brand mechanical locksets, keys & key cores, for the Natick Soldier System Center (NSSC) Construction of an Unaccompanied Enlisted Housing and Administrative Facility, Building 15 South Wing, located at Gen. Greene Ave., Natick, MA.� The NSSC requires a consistent access security system throughout its campus. This project will include new doors and their associated mechanical hardware. The NSSC requires the use of BEST mechanical locksets for the New Building 15 South Wing project to comply and integrate with the current system used throughout the NSSC installation. BEST mechanical locksets, keys & key cores, are required to be utilized on all NSSC facilities in order to comply and integrate with the current system utilized by the installation. The use of a single lock core enables the systematic management of the lock system by the Facility Engineering staff, a single keying tracking mechanism, an emergency response master key to work properly in emergency situations for both security forces and fire department, and reduced maintenance costs for Facility staff over the lifespan of the building. In order to ensure continued safety and security of the people, equipment, and infrastructure at the NSSC, the new finish hardware in the new Building 15 South Wing must include BEST name brand mechanical locksets, keys & key cores. Facility personnel response time to a security alarm requires ease of access which will be achieved through the single keying system in use throughout the campus. Keying systems installed in new buildings must match the existing keying system to maintain oversight and control. If the BEST mechanical locksets, keys & key cores system is not sole sourced, there is risk that the alternative product will not provide immediate access and meet the security requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the BEST mechanical locksets, keys & key cores.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.� All responses received within 15 days of the posting of this notice of intent will be considered by the Government.� A determination by the Government to require the brand name for the �BEST� name brand mechanical locksets is solely within the discretion of the Government.� Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
