- Background: The Beaver-Long Draw Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The Beaver-Long Draw IRSC consists of two project areas on the Black Mesa Ranger District. The Beaver project area is contained within a gross stewardship area of 3,067 acres. The Beaver project area is located northwest of the community of Forest Lakes, bound by the Mogollon Rim, Turkey Creek, and Beaver Canyon. The Beaver Stewardship area includes all or part of section(s) 12, 13, 23, 24, 25, 26, 27, 34 and 35 of T12N, R13E; sections 7, 18 and 19 of T12N, R13E; all based on the Gila and Salt River Prime Meridian. The project area can be reached by traveling west 11 miles from AZ State Route 260 to the junction of Forest Road (FR) 300 and FR 92. Cutting units are accessed via FR 92. Cutting units boundaries are designated with two orange horizontal bands facing towards unit. Vertical stripes at base of tree facing towards next boundary tree indicate boundary direction. The Long Draw project area is contained within a gross stewardship area of 3,677 acres. It is located within Coconino County, Arizona. The Long Draw stewardship area is located west of Chevelon Canyon Lake bound by Forest Road 169 and Alder Canyon. The area includes all or part of section(s) 15, 16, 17, 20, 21, 22, 28, 29, 30, 31, 32, and 33 of T13N, R14E; 6 of T12N, R14E: all based on the Gila and Salt River Prime Meridian. The project area can be reached from Forest Lakes, AZ by heading west on AZ-260 for 6 miles and turning right onto Forest Road 300 (Rim Road).� Follow signs for Chevelon Canyon Lake. Travel north 8.4 miles to the junction of FR 300 and FR 169 and turn right. Travel north on FR 169 for 12 miles to reach the stewardship area. Cutting units are accessed from a network of roads via FR 169. Cutting units boundaries are designated with two orange horizontal bands facing towards unit. Vertical stripes at base of tree facing towards next boundary tree indicate boundary direction. Period of Performance:� All work shall be completed by December 31, 2028. Description of Work: Commercial harvest of live tree (non-salvage) conifer species including but not limited to: Ponderosa pine, Douglas-fir, Southwestern white pine and white fir or any combination thereof. All harvest operations are ground based on slopes of generally less than 35% with skidding on a variety of terrain. Average skid distances are typically 405 feet. Non-sawtimber removal may include any or all species listed above and may include material greater than 5.0 inches DBH up to the minimum sawtimber diameter specifications. Non-included material is any conifer species and/or size that is not included in Appendix B, Division AT Utilization Standards. Road maintenance of haul routes. Timing restriction for Mexican Spotted Owl is March 1 to August 31 annually. Subsidized removal of surplus forest products to deficit markets will be available as an optional work item. Estimated Timber Volume and Species composition is as follows: The Beaver project area contains an estimated 5,572 CCF of sawtimber and an additional 3,040 CCF of non-saw and biomass products. The Long Draw project area contains an estimated 5,033 CCF of sawtimber products and an additional 7,745 CCF of non-saw and biomass products. Pre-Solicitation Site Visit Date and Time: Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on October 24, 2023, at 09:00 a.m. MST with a meeting location at Black Mesa Ranger District office, 2748 E. AZ 260, Overgaard, AZ 85933.
