Washington E-mail: WashingtonCD@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. � GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President�s principal foreign policy advisor. �The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The INL Section in Honduras implements programs funded by INL�s Office of Western Hemisphere Programs (INL/WHP). �The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. In Honduras, INL supports comprehensive programming with the goal of increasing the government�s institutional capacity to counter domestic and transnational crime, reduce the flow of illicit narcotics, and improve citizen security. �INL also seeks to build the capacity of the justice sector of Honduras to provide accountability, protect the rights of citizens, and promote the rule of law. �INL programs provide training, technical support, and mentoring to justice sector officials to effectively manage, investigate, and prosecute complex crimes. �INL also supports civil society efforts to increase access to justice for the citizens of Honduras, particularly vulnerable populations.� The purpose of the Personal Services Contract is to support the coordination of INL/Honduras� corrections activities under the Justice Sector framework. �The Justice Sector Advisor - Corrections (JSA-C) position will support, assist, and advise INL on the development, implementation, and oversight of corrections programming including contracts, grants, interagency agreements (IAAs), and letters of agreement. �The Justice Sector Advisor � Corrections will liaise with host government, multilateral, and interagency, and civil society partners to create, socialize, and implement a corrections program. �The Justice Sector Advisor - Corrections will advise on issues and developments in Honduran rule of law and corrections through regular consultations with host country counterparts/interlocutors and provide subject matter expertise on corrections. �The JSA-C will prepare regular reports for INL including drafting sections of various information requests, weekly and other reports, cables, and briefings. �The incumbent will have complementary roles as a program manager and subject-matter advisor. The Justice Sector Advisor - Corrections will coordinate programs with Honduran government entities, international organizations and civil society, interagency partners working on justice sector activities on behalf of the U.S. Embassy (most notably USAID) and other INL offices in the region, and other advisors and/or contractors working for INL programs in Honduras. DUTIES & RESPONSIBILITIES Under the direct supervision of the Tegucigalpa INL Program Officer for the Justice Sector Program or his/her designee, the Justice Sector Advisor - Corrections will perform the following duties: 1.�� �Supports the INL/Honduras Program Officer in managing and coordinating INL assistance projects in Honduras related to justice sector and corrections actors. � 2.�� �Oversees specific INL/Honduras projects that provide technical assistance and capacity-building to improve the integrity, efficiency, and effectiveness of the Honduran justice system and promote safe, secure, humane, and transparent corrections systems. 3.�� �Conducts periodic site visits to project locations to perform onsite inspections and assessments of INL projects and programs. 4.�� �Serves as a subject matter expert on corrections, to include policy analysis and program guidance on justice sector and corrections issues. 5.�� �Prepares regular written reports, and prepares/presents other informative material, as appropriate, in furtherance of relevant U.S. goals and objectives. �Analyzes and reports on justice and corrections developments in Honduras, ensuring that the U.S. government is fully informed on the capabilities, capacity, performance, challenges, and opportunities for Honduras. 6.�� �Briefs DOS, Congressional, and other official visitors orally and in writing on the INL-funded corrections programs in Honduras. �Prepares documents, develops itineraries, and accommodates official travelers, as necessary. 7.�� �Serves as a Grants Officer Representative (GOR) or Contracting Officer Representative (COR) for grants and contracts, respectively, under his/her program area, as well as an Agreement Officer Representative (AOR) for interagency agreements (IAAs) and letters of agreement. � 8.�� �In coordination with the INL/Honduras leadership and INL/WHP, contributes to the strategic planning and development of possible future corrections sector projects in Honduras. �Directly supervises locally engaged staff members and provides contractual oversight for third-party contractors that support the Justice Sector Program. � 9.�� �Develops and maintains a comprehensive knowledge of the Honduran legal system, with a particular focus on criminal justice and corrections. �Has and maintains knowledge of both civil law and common law systems of justice, as well as prior expertise or knowledge of systems transition from one style of jurisprudence to another. � 10.�� �Serves as a point of contact for partners regarding INL assistance to Honduras. �Meets frequently with members of civil society, government officials, and other partners to develop projects, negotiate agreements, consult on project implementation, resolve sensitive issues, and evaluate program effectiveness. 11.�� �In coordination with the INL/Honduras leadership and INL/WHP, works to integrate appropriate interagency efforts in the partner country program, and coordinates with other agencies as appropriate, to ensure programs in his/her portfolio are complementary and coordinated with the interagency and international community. This will include coordination with other sections in the Embassy, especially USAID, as well as international donors providing justice sector assistance in Honduras. 12.�� �Ensures all projects in his/her portfolio provide timely written reports, monitoring and evaluation data (M&E), and remain within budget. �Oversees M&E efforts across the corrections program, working closely with INL/Honduras M&E specialists. � 13.�� �In coordination with their INL/WHP counterpart and under the supervision of INL/Honduras leadership, provides recommendations for program amendments, extensions, or gap areas. � 14.�� �Maintains strong personal relationships including but not limited to those internal to the U.S. government (e.g., the INL/Honduras Director and Deputy Director, the INL/Honduras Management Officer, INL/Honduras Program Officers and Program Managers, INL/Honduras contractors and advisors, interagency partners, including USAID, DHS, and others, and Management section) as well as external contacts. 15.�� �Maintains security awareness and safeguards classified information and ensures adherence to the letter and the spirit of U.S. government equal employment opportunity principles. �As requested by the Chief of Mission, the incumbent should make himself/herself available to the Embassy Tegucigalpa Front Office to consult on issues of justice sector development. 16.�� �When required, performs the role of Duty Officer. 17.�� �Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the required Grants Officer Representative (PY220, PY222, PY224) distance learning (DL) courses through the Foreign Service Institute (FSI) and obtains GOR certification within 90 days of arriving at Post. Certification must continue throughout life of contract. 4.�� �Completes the Foreign Affairs Counter Threat (FACT) course (CT650) course through the Foreign Service Institute (FSI) prior to arriving at Post. 5.�� �Completes INL 101 Training within first year at Post. 6.�� �Completes online Equal Employment Opportunity and Harassment Training within thirty days of arriving at Post. 7. Consultations with the INL Program Office and other relevant offices in Washington may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance will be the U.S. Embassy Tegucigalpa, Honduras. Occasional travel within Honduras, to other countries in the region, and to the U.S. may be required. RELATIONSHIPS The Justice Sector Advisor - Corrections (JSA-C) will report to the INL/Honduras Program Officer. �The JSA-C will also engage as needed with the INL/WHP program officer responsible for developing and implementing foreign assistance programs in Honduras. �The JSA-C will coordinate closely with other interagency advisors on the development, implementation, and oversight of rule of law programming and will engage with USAID and international donors to ensure coordination in justice sector and corrections assistance in Honduras.� The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the INL/Honduras Program Officer or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL/Honduras Program Officer will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves meeting with Government of Honduras officials, organizing training activities and workshops, overseeing corrections initiatives, and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. � � SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and corrections programs in Honduras. �crime which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required). 2.�� �Bachelor�s degree from a U.S. accredited institution. 3.�� �A minimum of five (5) years of experience in U.S. and/or international civilian corrections or the criminal justice sector. 4.�� �Demonstrated experience working with personnel at various levels of prison operations from guards working the prison grounds, to squad and section leaders, to outside leaders and community figures. 5.�� �Two (2) years of management experience that include strategic planning, resource management, budgeting, oversight, and evaluation.� 6.�� �Demonstrated two (2) years of experience working and living abroad. � 7.�� �Demonstrated knowledge of U.S. law enforcement, justice, and/or corrections issues. �Experience in interagency coordination, collaboration, and communication.� 8.�� �Demonstrated experience drafting analytical briefing papers, memoranda, letters, reports, and strategic plans for review and/or signature by senior-level officials. �Proficient in Microsoft Office Suite. 9.�� �Demonstrated experience establishing spend plans, managing annual budgets, and conducting procurement. 10.�� �Demonstrated ability to read and speak Spanish at the professionally proficient level. Factor 3:�� �Communication Experience � � � � � � � � � � � � � � � � � � � � � � ��� ��� �(20 points) Demonstrated experience in coordinating and negotiating with U.S. government agencies, foreign government agencies, state agencies, international organizations, and/or the private sector. Demonstrated ability to communicate both orally and in writing, in both English and Spanish; this includes preparing well-written reports and giving oral briefings to senior officials.�� � BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. �Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. �Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02, GS-14 equivalent level ($95,225 - $139,841 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
